Number coding scheme pushed

A LAWMAKER proposed the Unified Vehicular Volume Reduction Program (UWRP) or number coding program to reduce traffic congestion in the city.

Councilor Jose Mari Baluran, committee chair on transportation and communications, said all the necessary solutions have been exhausted to address traffic congestion.

In a privilege speech, Baluran shared that the number coding was brought up during his one-on-one talk with the Acting Mayor Sebastian Duterte.

UWRP or the number coding program regulates vehicles on major roads through the final digit on their license plates.

Baluran said the measure was implemented in Metro Manila in 1995 and was replicated in Baguio, Cabanatuan, Dagupan, and Cavite, but with slight variations considering the traffic condition settings of the area.

In the proposed ordinance, the restricted vehicles on roads on a specific day will refer to the final digit of the license plates.

For Monday, vehicles with plates ending 1-2 are restricted; for Tuesday are numbers 3-4; Wednesday (5-6); Thursday (7-8); and Friday (9-0).

Meanwhile, there is no number code for Saturday, Sunday, and Holidays.

“Acting Mayor Duterte was receptive and open to such an idea. However, he opined there is a need for a consolidated thorough study and research by our traffic enforcement agencies whether or not the measure is plausible in our city,” Baluran said.

The matter was referred to the committee on transportation and communications, and other committees concerned for appropriate action.
