Senate now the least trusted, next to DPWH – PAHAYAG

MANILA, Philippines – The Senate ranks as the least approved and least trusted government institution this quarter, posting 21% approval and 12% trust. This is followed by the Department of Public Works and Highways (22% approval, 14% trust), the Department of Budget and Management (25% approval, 15% trust), and the House of Representatives (26% approval, 15% trust).

In contrast, the Technical Education and Skills Development Authority (TESDA) remains the most approved and trusted government agency, with 63% approval and 45% trust. It is followed by the Department of Science and Technology (53% approval, 37% trust) and the Commission on Higher Education (48% approval, 35% trust), while the Bangko Sentral ng Pilipinas continues to register relatively strong trust at 35%.

Mixed Ratings Among Key Government Leaders

Sherwin Gatchalian registers relatively strong ratings, with 32% approval and 21% trust. In contrast, House Speaker Faustino Dy III continues to show weak public support, with approval at 13% (from 11%) and trust at 8% (from 6%), reflecting limited public visibility.

Chief Justice Alexander Gesmundo shows the same trend, with approval inching up to 17% (from 16%) while trust remains unchanged at 10%. This suggests that while sentiment toward the judiciary has slightly improved, baseline confidence remains modest.

Opposition Figures Lead Favorability Rankings

Opposition figures dominate favorable rankings. Bam Aquino leads with a net favorable rating of 57%, including 29% who rate him as “very favorable.” He is followed by Kiko Pangilinan at 46% and Risa Hontiveros at 47%, both registering strong favorability with high “very favorable” intensities (22% and 21%, respectively).

On the other end, several figures register strongly negative sentiment. Jinggoy Estrada posts the highest net unfavorable rating at 58%, with 39% describing him as “very unfavorable,” followed by Ronald dela Rosa at 56%, including 44% who view him as “very unfavorable.”

PQ2-2026 is an independent, non-commissioned nationwide purposive sampling survey conducted from June 28-30, 2026, comprising 1,509 respondents who are registered Filipino voters, randomly selected from the market research panel of PureSpectrum, a US-based panel marketplace with global operations and a regional office in Singapore. The national margin of error is +/- 3%.
