THE 21ST City Council approved on second reading the ₱1.25-B Supplemental Budget 1 for 2026 during Tuesday’s regular session, May 26.
The committee on finance, ways & means and appropriations recommended approval of the FY 2026 Proposed Supplemental Budget No. 1 amounting to ₱1,253,541,058.86.
Councilor Danilo Dayanghirang, committee chair, said the allocation of the SB1 prioritizes the
immediate needs of the city, such as social services and infrastructure projects.
Dayanghirang said for the first supplemental budget, the top priorities are the digitalization of the bus system and the procurement of a towing truck that can carry 10-wheeler trucks to address extra-large illegally parked vehicles.
The budget, which covers the General Fund Proper, Development Fund, and Economic Enterprises, was endorsed to the city council by Mayor Sebastian Z. Duterte on May 18, 2026, and was referred to the committee after its First Reading on May 20.
The bulk of the funds, ₱811.37 million, came from surplus operations of calendar year 2025, while the remaining ₱442.16 million came from reversions of current and prior years’ appropriations under the General Fund Proper and Development Fund.
Under the proposed appropriations, the General Fund Proper accounts for the largest share at ₱891.65 million, with the City Administrator’s Office receiving the biggest allocation at ₱338.39 million, followed by the City Social Welfare and Development Office (CSWDO) at ₱336.68 million, and the City Mayor’s Office at ₱78.7 million.
Dayanghirang said the budget for CSWDO is intended to support the special sectors, such as the senior citizens, single parents, and persons with disabilities.
The councilor clarified that training and seminars of government offices are encouraged to be conducted in the city, following the controversial budget of CSWDO for training and seminars in 2024.
The Development Fund received ₱333.25 million, split between infrastructure projects at ₱133.25 million and non-infrastructure projects at ₱200 million for DC interim additional buses.
Under infra projects: environmental development, P15 million is allocated for the urban greening and cooling program of the city, and P34 million is earmarked for the construction of a landslide mitigation structure at the existing landfill in Brgy. New Carmen, Tugbok.
Meanwhile, the remaining development fund is for road concreting with drainage systems at DDF Village, Brgy. Mandug, Buhangin district, amounting to P21 million, and road concreting at Purok Galas, Sitio Bucana, Talomo district, amounting to P8.5 million.
The Economic Enterprises were allotted ₱28,632,809.00 covering the operations of markets, slaughterhouses, cemeteries, the DCRC/Almendras Gym, and Sta. Ana Port.
