- ₱48.6-M in seized illegal drugs from regions 11 and 13 incinerated in Davao City
OVER ₱48.6 million worth of confiscated, seized, and surrendered illegal drugs from Davao and Caraga regions were burned at Cosmopolitan Funeral Homes along J. Camus Street around 9 a.m. on Wednesday, June 17.
The Philippine Drug Enforcement Agency (PDEA) XI, under regional director Atty. Benjamin G. Gaspi, in coordination with PDEA XIII, led by regional director Laurefel G. Gabales, spearheaded the bulk disposal.
The activity was intentionally timed to mark the global observance of the International Day Against Drug Abuse and Illicit Trafficking 2026, which carries the theme: “World Drug Problem: Persisting Issues, New Challenges: Innovative Responses.”
According to official PDEA inventory, a total of ₱48,609,508.04 worth of contraband was fed into the furnace, broken down by regional origin:
Davao Region haul: ₱39.89 Million:
- 5,505.16 grams of shabu (methamphetamine hydrochloride) valued at ₱37,435,133.56
- 13,279.35 grams of marijuana valued at ₱1,593,522.32
- 494 Ecstasy tablets valued at ₱839,800.00
- 162 drug-laced vape products valued at ₱11,900.00
- 0.94 grams of cocaine valued at ₱5,017.00, alongside other dangerous substances worth ₱1,389.32
Caraga Region haul: ₱8.72 Million:
- 1,267.31 grams of shabu valued at ₱8,617,711.40
- 832.78 grams of marijuana valued at ₱99,933.92
- Three Ecstasy tablets valued at ₱5,100.00
Regional Trial Court (RTC) XI Executive Judge Rowena M. Apao-Adlawan, representatives of the Department of Justice, the Public Attorney’s Office, local elected officials, civil society organizations, and the media witnessed the burning in compliance with Republic Act No. 9165 (the Comprehensive Dangerous Drugs Act of 2002).
“PDEA Regional Office XI continues to uphold the integrity of the government’s anti-drug efforts through the proper custody, management, and destruction of drug evidence in accordance with the law,” Gaspi said. “This activity demonstrates our commitment to transparency, accountability, and the relentless pursuit of a drug-free community.”
THE CRIMINAL Criminal Investigation and Detection Group (CIDG) XI teamed up with different government agencies to crack down on substandard and improperly labeled palm oil products in local commercial hubs.
Operating under “Oplan Megashopper,” elements of the CIDG-Davao City, Department of Agriculture, Bureau of Plant Industry, Department of Trade and Industry, and the Davao City Economic Enterprise conducted random inspections on establishments and public markets.
The joint task force aimed to enforce compliance with the government-mandated price ceiling on imported rice and check for violations of trade and consumer protection regulations.
During the sweep, teams discovered bulk palm oil products being distributed and sold in direct violation of state labeling laws, pricing frameworks, and consumer protection requirements.
DTI XI and DA XI representatives immediately executed formal documentation and monitoring procedures, sealing the items for further evaluation ahead of filing administrative and criminal charges against the erring merchants.
PLTC Ariel T. Huesca, acting regional chief of CIDG XI, lauded the coordination between the police force and civilian regulatory agencies in shielding the local market from deceptive trade practices.
“The CIDG remains steadfast in supporting government initiatives against economic sabotage, unfair trade practices, and violations of consumer protection laws,” Huesca said in a statement.
“Sustained monitoring and strict enforcement are vital to ensure that businesses comply with established regulations and that everyday consumers are protected from unlawful, deceptive, or unsafe practices.”
THE DEPARTMENT of Social Welfare and Development XI (DSWD XI) is exploring a potential partnership with GCash to fast-track digitization of aid distribution.
In a press release on Wednesday, DSWD XI said the move aims to phase out traditional paperwork and manual distribution processes, as discussed in a conference meeting on June 16, 2026.
“If finalized, this proposed partnership aims to modernize aid distribution. Instead of receiving physical cash, beneficiaries would be able to access their financial assistance directly through GCash’s secure, easy-to-use digital ecosystem,” DSWD XI said.
The agency said the discussion focused on how GCash’s digital payment systems and disbursement platforms could be utilized to deliver social services more conveniently and efficiently.
DSWD XI said GCash proposed the utilization of the GCash Fund Disbursement Service (FDS) that would allow the agency to transition its payout transactions to digital wallets.
This directly addresses traditional logistical issues by eliminating long lines at physical payout centers to reach more beneficiaries in far-flung provincial areas and protecting the workforce from the safety risks of transporting large amounts of cash.
“This potential partnership would allow us to contribute to the shared goal of building an inclusive, digitally empowered nation,” Tania Gil-Padilla, GCash VP and head of VisMin Regional Business, said.
“It goes beyond digital transactions. We aim to connect government services with financial tools so local businesses can grow within that ecosystem. Our goal is to ensure no Filipino is left behind by making welfare accessible, efficient, and inclusive,” she added.
Padilla was joined by DSWD FO XI’s Regional Management Committee, represented by assistant regional director for operations Merlinda A. Paragamac.
DSWD XI said one of the key focuses is transforming digital tools into income opportunities for Sustainable Livelihood Program beneficiaries.
SLP is a capacity- building program for the identified poor, vulnerable, and marginalized households and communities aimed at providing viable interventions and support to improve the beneficiaries’ socio-economic conditions.
Also under the proposal, GCash would provide user-friendly tools to help these small businesses grow, such as SoundPay speakers that announce transactions out loud for instant confirmation.
This also includes card and QR code terminals for seamless, contactless payments and digital cash registers to track sales and build financial stability securely.
“Through this prospective strategic alliance, DSWD XI and GCash seek to redefine public welfare, turning government aid into a gateway for a safer, modern, and financially secure future for the people they serve,” DSWD XI said.
THE EASTERN Mindanao Command (EastMinCom) has formally validated, confirming the complete dismantling of the New People’s Army’s (NPA) Northeastern Mindanao Regional Committee (NEMRC).
The milestone was finalized during the Joint AFP-PNP-PCG Intelligence Committee–Area (JAPPIC-Area) Periodic Status Report Validation, held at the Multi-Purpose Hall of Camp 1Lt. Vicente G. Alagar in Lapasan, Cagayan de Oro City.
Lieutenant General Adonis Ariel G. Orio PA, Commander of EastMinCom, led the verification process that solidifies the total collapse of the Communist Terrorist Group’s (CTG) operational apparatus across the strategic borders of Eastern Mindanao.
Military intelligence officials revealed that the final disintegration of the NEMRC was heavily accelerated by the strategic neutralization of its high-ranking cadres.
Most notable was the death of Edilberto Daval, known by his underground aliases “Bong,” “Waco,” and “Bill,” the commanding officer of the NEMRC’s Regional Operations Command.
Daval was killed during a fierce armed encounter with government troops in Barangay Bayan, Marihatag, Surigao del Sur.
Defense analysts state that with the formal dismantling of the NEMRC and its subordinate structures, the insurgent movement has effectively lost its regional command-and-control mechanism, destroying its capability to launch synchronized tactical offensives or manage organizational cohesion in the region.
Sustained, intelligence-driven operations in the sector forced a massive reduction in the insurgents’ remaining capabilities, slicing active CTG strength from 66 to just 30 isolated personnel, while their functional firearms inventory dropped sharply from 70 to 26.
In total, the unified campaign neutralized 57 communist regulars and recovered 44 high-powered firearms.
Orio praised the joint personnel of the Armed Forces of the Philippines, Philippine National Police, Philippine Coast Guard, and local intelligence units for the operational victory, but warned troops against complacency.
“These accomplishments demonstrate the effectiveness of sustained intelligence-driven operations and unified inter-agency action,” Orio stated. “However, organizational dismantling does not mean that the threat has completely disappeared. Our next responsibility is to prevent the remaining CTG elements from reorganizing, recruiting, generating resources, rebuilding support networks, or regaining influence in previously affected communities.”
THE MINDANAO Development Authority (MinDA) and China Road and Bridge Corporation (CRBC) engaged in the expansion of infrastructure cooperation during the 17th International Infrastructure Investment and Construction Forum (IIICF) 2026.
In a MinDA press release on Wednesday, the discussion focused on ongoing projects and new opportunities for infrastructure collaboration in Mindanao.
Secretary Leo Tereso A. Magno, MinDA chairperson and Philippine Signing Minister for BIMP-EAGA, stressed the significance of CRBC’s continued role in advancing infrastructure development in Mindanao.
“This enduring cooperation has provided a strong foundation for mutual progress and continues to open new opportunities for collaboration between China and the subregion,” Magno said.
He noted that the partnership improved mobility, enhanced competitiveness, and continues to create greater economic opportunities for Mindanawons.
China has been a valued development partner of BIMP EAGA since 2005, with the partnership formalized through the Framework of Economic Cooperation signed in 2009.
“CRBC President Wang Lijun expressed his sympathies and support following the recent earthquake that affected parts of Mindanao and reaffirmed readiness to assist in recovery efforts if needed,” MinDA said in the statement.
CRBC also provided updates on its ongoing initiatives, including the Samal Island–Davao City Connector (SIDC) Project, a China-aid flagship project that connects Davao City and Island Garden City of Samal.
The 3.98- kilometer SIDC reported almost 60% completion, aiming to be finished by 2028, and is 90% funded by China’s official development assistance.
The construction of the P23 billion bridge project, which was approved during the Duterte administration, started in 2022 with President Ferdinand Marcos Jr. leading the groundbreaking ceremony.
MinDA reported that CRBC explored potential collaboration in strategic transport infrastructure, including bridges, ports, airports, railways, and other connectivity projects that align with the Mindanao Agenda 2023–2028 and the government’s Building a Better Mindanao campaign.
“These initiatives are expected to strengthen regional supply chains, support sustainable development, and reinforce Mindanao’s role as a hub for growth in Southeast Asia,” MinDA stressed.
THE PHILIPPINE Health Insurance Corporation (PhilHealth) XI has recorded a total of 406,117 Yaman ng Kalusugan Program (YAKAP) registrations in Davao City, the highest in Davao Region as of May 2026.
Davao City also has 59,725 YAKAP registered beneficiaries with first patient encounter (FPE) where PhilHealth members complete a mandatory medical check-in at their chosen primary care clinics to avail of free health benefits.
In Davao Region, Davao Occidental has the lowest number of registered beneficiaries at 74,858 and 13,181 with FPE.
The region presently has a total of 1,229,101 YAKAP beneficiaries and 210,079 with FPE as well as 188 YAKAP clinics and 82 GAMOT (Guaranteed and Accessible Medications for Outpatient Treatment) providers.
YAKAP is an enhanced Konsulta package that offers essential services of free consultations, laboratory tests, and medicines for members.
