Lawmakers tackle zoning reforms in landslide-prone areas

DAVAO legislators endorsed a resolution seeking to expand the mandate of the Urban Ecological Enhancement Sub-Zone (UEESZ) Committee to grant exceptions to residential building applications. 

In a 1st Indorsement dated June 1, 2026, City Planning and Development Office head Engr. Ivan C. Cortez explained that exceptions may only be allowed provided the property is certified by the Mines and Geosciences Bureau (MGB) as not high-risk for landslides. 

The measure aims to balance urban housing demands with strict disaster prevention and safety standards. 

During the 21st City Council session on Tuesday, July 1, Councilor Arnolfo Ricardo B. Cabling said the local zoning review committee noted how vast portions of Davao City remain highly vulnerable to landslides. 

A primary example cited is Shrine Hills, a critical area that proponents argue must be strictly protected and classified as an ecological enhancement zone. 

Under the new proposal, these areas could still potentially host residential developments, but only if the MGB explicitly certifies that the specific site is safe from landslide hazards. 

To ensure long-term safety, the committee emphasized the need for a thorough, data-driven study centered on comprehensive risk management. 

The councilors agreed that the committees on disaster risk reduction and management and environment, chaired by Councilor Alberto Ungab and Councilor Tek Ocampo, respectively, will tackle the policy on environmental safety and risk planning before any legislative changes are finalized.
