Case vs Duterte moves to ICC Presidency following confirmation of charges

THE INTERNATIONAL Criminal Court (ICC) has reached a critical procedural milestone in the case of The Prosecutor v. Rodrigo Roa Duterte, as the Pre-Trial Chamber officially transmitted the record of proceedings to the ICC Presidency on April 24, 2026.

The transmission follows a decision issued on April 23, 2026, which confirmed the charges against the former Philippine president. 

This move effectively transitions the case from the investigative and preliminary stage to the administrative oversight of the Presidency, which is now responsible for constituting a Trial Chamber.

According to official court documents, the Registry has turned over the complete case record, including an index of all legal filings, hearing transcripts, and evidence gathered during the proceedings.

 While the main decision has been released in a “public redacted” format, several annexes containing sensitive information remain classified as secret and confidential.

The current Presidency, led by Judge Tomoko Akane, will now oversee the next steps in the judicial process. 

This development marks one of the most significant advancements in the ICC’s years-long examination of the “War on Drugs” in the Philippines.
