  • DCPO-TEU enforces a strict rule across the Hall of Justice over noise complaints

THE TRAFFIC Enforcement Unit (DCPO-TEU) has declared both sides of Candelaria Street, particularly in front of the Hall of Justice, a “no stopping zone.”

The enforcement came in response to official requests from the Hall of Justice administration, complaining about loud vehicle noises and honking reportedly disrupting court proceedings and office functions inside the building.

TEU chief Lt. Col. Christian Antonio Garcia announced the policy during the Davao Peace and Security press briefing on Wednesday, Oct. 8, held at The Royal Mandaya Hotel.

He said the prohibition covers stopping, parking, loading, and unloading on both the HOJ side (from the main gate [near terminal] up to the gym at the end of Candelaria Street) and the opposite side of the road.

Garcia emphasized a zero-tolerance policy, stating that even official vehicles, including police patrol cars, are not exempt and will be issued a citation.

“That area in front of the Judiciary, ‘no stopping’ is strictly enforced now. Even a patrol car is banned there, no stopping, no parking, and no stopping,” Garcia said. 

He added, “This new change means even mobile cars will be apprehended… we spoke with [Ret.]Col. Abude, and loading, unloading, and stopping are all prohibited there.”

The new policy was implemented following a memorandum issued about two weeks ago, in coordination with the City Transport and Traffic Management Office (CTTMO).

Garcia confirmed that the strict rule has already resulted in issuing citation tickets to several violators, which also included police vehicles.

 “I have already issued citations to the drivers of about three patrol cars there. Last Friday, a police S2 vehicle that was sent to file a case was even impounded. It was pictured,” he confirmed.

Clarifications for drivers

When asked about vehicles, such as those from the Bureau of Jail Management and Penology (BJMP), bringing detainees for hearings, Garcia clarified that they are only allowed to drop off and leave immediately. 

There is absolutely no allowance for loitering or waiting in the restricted zone, he said, adding that motorcycles are also included in the ban.

For citizens who need to park while attending to business at the HOJ, Garcia advised them to find parking in areas further away, such as near the tennis court, and be prepared to be called when needed. 

The local station commander in Ecoland has also been tasked with permanent enforcement in the area to ensure compliance.
