A QATARI company and the Department of Human Settlements and Urban Development (DHSUD) are looking to deliver 30,000 housing units in Mindanao growth centers.
The Mindanao Development Authority (MinDA) has secured the major commitment from Al Mansour Holdings of Qatar and the DHSUD to deliver housing units in the region, including Cotabato, General Santos, and Cagayan de Oro, with particular emphasis on the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
The agreement is among the key agreements made during the high-level meeting of MinDA with the DHSUD, Al Mansour Holdings of Qatar, and the Pag-IBIG Fund last March 25, 2026, at the Manila Peninsula Hotel.
“This partnership demonstrates MinDA’s resolve to build a better Mindanao by combining housing, livelihood, and peacebuilding in support of President Marcos’ vision for inclusive growth,” Magno said in a press release.
The secretary noted that the role of MinDA is to ensure Mindanao’s housing and development projects deliver tangible benefits to communities.
Magno and royal family member Sheik Mansour bin Jabor bin Jassim Al Thani, owner of Al Mansour Holding, explored the possibility of investing in the southern Philippines in November 2025.
Al Mansour Holdings of Qatar is a Qatari investment firm focused on large-scale infrastructure, mining, energy, and development projects. As of 2025, the group has pledged massive, multi-billion-dollar investments across African nations, the Middle East, and Asian countries.
MinDA added on top of housing construction, the program encompasses roads, utilities, and community facilities designed to foster long-term livability and stability.
The equipment mobilization is expected within six months, and the first batch of housing units is scheduled for completion by December 2027.
MinDA is operationalizing the Human Development and Peace (HDP) Nexus by integrating housing, livelihood, and peacebuilding to ensure lasting stability.
MinDA also positioned Mindanao as a hub for international collaboration, as the Qatari company expressed interest in renewable energy, agribusiness, and housing as part of a broader development agenda.
“The initiative will also support the normalization process by addressing the urgent need for 10,000 housing units for former combatants,” Magno added.
Present in the meeting were DHSUD Secretary Jose Ramon P. Aliling, MinDA Assistant Secretary Romeo M. Montenegro, DHSUD Senior Undersecretary Eduardo P. Robles Jr., DHSUD director Paul Ray Hong, and Pag-IBIG Fund deputy CEO Alexander Hilario G. Aguilar.
“By securing international investment and aligning with national housing priorities, MinDA is ensuring that Mindanao’s communities benefit from resilient infrastructure, livelihood opportunities, and long-term stability,” MinDA stressed.
