OCD XI pushes for 30-year resilience masterplan from barangay to provincial levels

A 30-YEAR Disaster Resilience Master Plan from the barangay to the provincial level is being pushed to prepare for all types of hazards, the Office of Civil Defense XI said on Thursday, July 9.

Ednar Dayanghirang, regional director of OCD XI, said the region has yet to establish a consolidated master plan beyond the standard compliance.

Dayanghirang added that the previous plans have limited scopes in terms of types of disasters.

He said that local government units prioritize plans for vulnerable communities, while leaving out those who are not directly affected.

Dayanghirang said all communities must be included as long as the Mines and Geosciences Bureau tags them as “disaster-prone.”

The master plan, he said, must be legislated at the barangay, municipal, or city level to prevent politicking. Based on their experience, plans are typically shelved when officials change after every election.
