The proposed safeguard duty on cement imports is not expected to cause price increases, according to industry groups. They say the measure is needed to give local manufacturers a fair chance to compete against foreign suppliers that enjoy government support.
In March, the Department of Trade and Industry (DTI) imposed a provisional safeguard duty of Php 400 per metric ton, or Php 16 per 40-kilogram bag, on imported cement. The duty will last for 200 days and was initiated motu proprio by the DTI after finding signs of serious harm to the local industry. Since then, cement prices have stayed stable, with many local manufacturers keeping the market competitive.

In 2024, cement imports reached 7.6 million metric tons, mostly from Vietnam. This happened even though the Philippine industry has a total capacity of 51 million tons. Demand was only around 35 million tons, and actual production dropped to 27 million tons. That means only 53 percent of the capacity was used. The result: Php 5 billion in losses, slower operations, and job cuts.
Industry leaders say the situation is unfair. Some Vietnamese cement companies are state-owned or receive government incentives that Filipino manufacturers do not get. This allows them to sell cement at very low prices, even when the Philippines already has enough supply.
When sought for comment, CeMAP Executive Director Rey Baja emphasized the urgency of the safeguard measure. “We need this safeguard to ensure the industry remains viable and to protect local jobs. We also don’t think it will result to higher prices,” he said. Mr. Baja further emphasized, “It is of national interest to promote and protect local cement industry against unfair competition from other countries. The Philippines is not subsidized”.
The safeguard measure has strong support from business groups like the Philippine Chamber of Commerce and Industry (PCCI) and the Federation of Philippine Industries (FPI). They say it is needed to protect local jobs and keep the industry alive. Cement manufacturing contributes at least 1 percent to the country’s GDP and supports around 130,000 direct and indirect jobs.
Local manufacturers also help in other ways. Domestic cement companies with integrated plants support the government’s environmental initiatives by serving as key enablers in the recovery and processing of plastic waste for use as alternative fuel. The country generates and produces approximately 2.7 million metric tons of plastic waste each year, making these initiatives impactful. The industry is in a difficult position. Stakeholders say a definitive safeguard is needed to keep local cement manufacturing viable and able to support the national interest.

MANILA – Western Union announced the launch of a new mobile app in the Philippines, giving millions of consumers in the country the power to send funds abroad, enjoying competitive FX rates in the process, and request remittances in a new way that adds convenience and flexibility. The Philippines is the first global market where Western Union launches an app with both send and request capabilities.
Consumers who download and use the app can send funds abroad seamlessly, and through Western Union’s global financial network, gain access to billions of bank accounts, millions of digital wallets and cards, and hundreds of thousands of retail locations for cash payout. To send funds, app users have the option to pay online securely using the national QR code payment method ‘QR Ph’. Signing up to use the app is easy and takes up only a few minutes.
Equally, consumers who use the app can request funds from senders in the U.S., Australia, Singapore, the UK, and several other global markets with large Filipino diasporas present1, simply by filling in their receiver info. Senders will then be able to complete the transaction online from the country they reside in. Receivers have multiple options to access their funds: cash withdrawal at a retail location, deposit to a bank account, or directly to a digital wallet, depending on the market. Additionally, when funds are sent by Senders from abroad to the Philippines, their Receivers will be able to redirect the funds to their preferred bank account or digital wallet². Consumers can track their transfers by entering the transaction tracking number (MTCN) in the app.
“Today’s launch marks an important milestone in our effort to serve consumers in the Philippines better and connect them to their families and loved ones across the world,” said Gregory Laurent, vice president for the Philippines, Japan, Australia, New Zealand & Pacific Islands at Western Union. “For many in the country, remittances represent a life with more opportunity and hope. At the same time, an increasing number of Filipinos opt to send funds abroad. Our new app gives the opportunity to do both, with the flexibility and trust that Western Union can provide.”
According to data from the Bangko Sentral ng Pilipinas, remittances to the Philippines reached an all-time high of $38bn in 2024. According to the World Bank, the Philippines had the fourth-highest remittance levels among low- and middle-income countries last year. The United States was the biggest source of cash remittances in 2024, followed by Singapore.
The app is available on the App Store and Google Play.

MANILA, Philippines – With the recent resurgence of dengue cases in the Philippines, there are simple, daily steps Filipinos can take at home to help curb the spread of the disease. Mosquitoes can breed as fast as 24 to 48 hours, even in ¼ inch of stagnant water, about the amount found in a bottle cap¹. This small amount is enough to become a breeding site for disease-carrying mosquitoes, reinforcing the importance of vigilance with daily dengue prevention, especially during the rainy season.
To further educate, SC Johnson, maker of Baygon® and OFF!®, has launched Mission: TAPOSible, a nationwide movement anchored on the Department of Health’s 5S strategy. The campaign helps empower families to pledge and take action to protect their homes and communities from dengue.
The stories behind the numbers
Dengue remains a health concern affecting communities across the Philippines, where frequent rainfall and tropical conditions contribute to year-round transmission. In fact, early this year, the Department of Health (DOH) reported a 78% increase in dengue cases, jumping from 42,822 in the first quarter of 2024 to 76,425 in the same period this year. Between July and August alone, another 15,161 cases were recorded, further reflecting the impact of persistent rainy weather, which creates ideal breeding grounds for mosquitoes.
These increases underscore the impact that disease has on Filipino families. Among them is Mafe Cabreros, a mother of two, who was hospitalized after contracting dengue while five months pregnant with her youngest child in 2016. The experience made her more aware of the importance of taking consistent steps, from spraying mosquito repellent to lighting coils, to help protect her children every day.
For families like Mafe’s, dengue is more than just a health statistic. It is a persistent reality that alters everyday moments, especially when a loved one’s safety is at risk. But having accessible solutions help turn dengue prevention into a daily routine.
A movement backed by science and heart
Although dengue is endemic in the Philippines, a report indicates that only 20% of Filipinos regularly use pest-control products4. While dengue isn’t directly contagious, it spreads when mosquitoes carry the virus from one person to another. This is why helping protect each family member, including educating them on dengue preventio,n is important, as every layer of defense helps reduce the risk of transmission.
Simple, consistent actions such as applying insect repellent, using aerosol sprays or coils, and regularly cleaning areas where mosquitoes can breed can help protect not only oneself but also others from mosquito bites that may transmit dengue. Baygon® & OFF!® are committed to developing accessible and effective products that support public health and provide households with the tools and knowledge needed for dengue prevention.
Educating the young, empowering the home
Beyond helping to empower households with accessible products, SC Johnson also collaborates with schools and communities to help translate awareness into daily protective habits that strengthen household protection. One partner, Maximo Estrella Elementary School, integrates dengue prevention into parent orientations and provides students with dengue kits as daily reminders to stay protected.
“We ask the parents of the kindergarten and Grade 1 pupils, since they are new in school, to attend an orientation. We need to educate the parents so that they can teach their children at home,” shares Mirra L. Alvarez, Principal, Maximo Estrella Elementary School.
Anchored in the 5S Strategy
Consistent protection is more than just a precaution; it is an act of care for your household and community. That is why Mission: TAPOSible embraces the Department of Health’s 5S strategy in fighting against dengue, helping empower families to adopt small, consistent habits that drive big impact in dengue prevention. The strategy outlines five simple steps that every Filipino can integrate into daily routines:
- Search and Destroy – Remove standing water in containers, pots, cans, and bottles where mosquitoes breed.
- Self-Protection – Use repellents (like OFF!®), wear long sleeves and pants, and keep sprays or coils (like Baygon®) ready at home.
- Seek Early Consultation – If you have fever, headaches, or body pain, see a doctor right away.
- Say Yes to Fogging – Support community fogging when advised by local health officials.
- Sustaining Hydration – Drink plenty of water to prevent dehydration, especially if you’re sick.
By turning these small, proactive steps into everyday habits, Filipino families can build a stronger defense against dengue.
Join Mission: TAPOSible today
Don’t wait until it’s too late, pledge now and help be part of the nationwide movement. Sign up at https://missiontaposible.com and join thousands of Filipinos who are already taking action. Every pledge strengthens our collective commitment to dengue-protected families and communities.
By entering their name, email, and province, participants can commit to simple, consistent efforts that keep homes and communities safe from dengue. Participants will also receive a special discount code for Baygon® and OFF!® products to help keep their families protected anytime, anywhere.
True protection doesn’t come from a single moment. It grows from routines, from shared action, from the love shown every day. Together, every Filipino household can turn dengue prevention from a public health message into a national movement; one household, one habit, one pledge at a time.

The Department of Budget and Management (DBM) has officially adopted blockchain technology in the government budgeting process. This milestone marks a bold step toward redefining transparency, efficiency, and accountability in public financial management.
“Blockchain is more than a buzzword—it’s a governance tool. By leveraging this technology, we can ensure that every peso is accounted for, every transaction is transparent, and every citizen can trust how public funds are managed,” said DBM Undersecretary Goddes Hope “Sasa” Libiran.
For decades, public financial systems have struggled with inefficiencies, audit challenges, and persistent concerns over corruption. While not the silver bullet, blockchain offers a game-changing response by making transactions visible and verifiable in near real time, protecting data integrity through cryptographic consensus, and streamlining workflows for faster reconciliation with fewer bureaucratic layers.
Blockchain has gained traction in the private sector, from cryptocurrencies to supply chain tracking, but the DBM’s adoption signals one of the first large-scale government implementations in Asia. This places the Philippines at the forefront of technological governance innovation and may inspire neighboring countries to follow suit.
This quarter, the DBM launched a production portal that records Special Allotment Release Orders (SAROs) and Notices of Cash Allocation (NCAs) as verifiable, on-chain entries. In partnership with BayaniChain and ExakIT Services, the site <blockchain.dbm.gov.ph> is widely regarded as the country’s first blockchain-backed budget transparency platform, making records tamper-proof while allowing the public to inspect how funds are authorized and released.
“Our mission is to equip government and businesses with the tools to keep their systems secure and reliable. By using blockchain technology combined with the capabilities of advanced AI, we not only help the DBM strengthen transparency and the security of public finance, but also show how technologies can help institutions safeguard critical processes and deliver lasting value to their stakeholders,” said BayaniChain CEO Paul Soliman.
The workflow starts with DBM’s Action Document Releasing System (ADRS), which issues the official budget papers. These are then secured using BayaniChain’s Lumen Blockchain-as-a-Service platform, co-developed with ExakIT.
To keep things open while protecting sensitive data, the Prismo Protocol governs what details are made public and what stays private. After approval, SAROs and NCAs are immutably written to the Polygon blockchain as NFTs, preventing any alteration or tampering—an effective defense against deepfakes and document fraud.
Documents from 2024 onward can be retrieved either by scanning the QR code on a valid SARO or NCA, or by searching manually using fields like document type, department, agency, and operating unit.
Beyond SARO and NCA
The DBM envisions a broader digital ecosystem in which the full budget lifecycle—planning, allocation, disbursement, and audit—is traceable on-chain, complemented by AI-assisted analytics to detect anomalies, forecast needs, and inform smarter fiscal policy, as well as citizen-facing dashboards that turn complex budget data into clear, understandable insights.
“We’re not just digitizing SAROs and NCAs, we’re building a next-generation public finance system that combines blockchain transparency with Artificial Intelligence to allocate resources more effectively and uphold accountability at every level,” said Libiran.
The DBM plans to extend blockchain-powered platforms across budgeting, procurement, and monitoring, with pilot programs already underway. The ultimate vision is a trustless (decentralized), transparent, citizen-first financial ecosystem that strengthens democratic governance through technology.
With this significant step, the Philippines demonstrates that the government can evolve with the times and lead, positioning the country as a regional model for digital trust and innovation aligned with global best practices.

QUEZON CITY – In response to the Sept. 8, 2025, directive issued by Department of Finance Secretary and Social Security Commission ex-officio Chair Ralph G. Recto to roll out faster services to pensioners and members, the Social Security System (SSS) has officially launched the MySSS Card – designed to transform the way Filipino workers, pensioners, and their beneficiaries access their social security benefits and financial services.
SSS president and chief executive officer Robert Joseph Montes De Claro stated that the MySSS Card fulfills two purposes. It acts as an official ID, replacing the long-standing Unified Multi-Purpose Identification (UMID) card. It also operates as a fully functional debit card linked to a savings account.
De Claro noted that the card is equipped with an EMV chip. It is integrated with the Philippine Identification System (PhilSys) eVerify and biometric authentication. This provides a safe and convenient way for members to access SSS benefits and loans, as well as manage their daily financial transactions.
It merges social security benefits with digital banking, offering members a comprehensive way to access benefits, loans, and pensions quickly and conveniently. The card can also be used for shopping, public transport fares, and online purchases, De Claro explained.
The card will be issued exclusively through SSS partner banks. Issuance will start with Rizal Commercial Banking Corporation (RCBC) and will later include other banks such as Asia United Bank (AUB), China Bank, and Union Bank of the Philippines.
De Claro said the MySSS Card will automatically serve as the main disbursement account for SSS members. “Once members apply for the MySSS Card, we will link their partner bank savings accounts to SSS for benefits, loans, and other proceeds. They no longer need to enroll the MySSS Card in the Disbursement Account Enrollment Module (DAEM).”
He stated that starting today, 1 October 2025, SSS will accept applications for the MySSS Card. RCBC, through its digital arm DiskarTech, will be the card’s first implementer.
“The SSS and RCBC partnership marks a significant milestone in the digital transformation of government services,” he continued. “The MySSS Card’s rollout will expand as more partner banks join the program. This will provide more options for card issuance and banking features.”
How to Apply for the MySSS Card
The MySSS Card is available to all SSS members, pensioners, individual claimants, beneficiaries, and representative payees who meet the following requirements:
- Possess a permanent SS number;
- Have an active account on the My.SSS Portal with updated personal details, including local address, mobile number, and email; and
- Be registered with the Philippine Statistics Authority (PSA) under the National ID system, previously known as the Philippine Identification System (PhilSys).
Members with old SSS, UMID, or previous ID cards may apply for the MySSS Card to replace lost or existing cards.
De Claro said the MySSS Card application is simple and can be completed via My.SSS. “Members choose their partner bank—initially RCBC—and consent to data sharing between SSS, the National ID system, and the bank.”
After online verification and identity confirmation, members open a bank account either using their online app or by visiting a branch. For RCBC, members use the DiskarTech app to open the account.
The partner bank will produce and distribute the cards. Metro Manila residents will receive their cards within 15 working days, while those outside Metro Manila will receive theirs within 20 working days.
He concluded that launching the MySSS Card is part of a larger government push. This initiative is led by Finance Secretary and Social Security Commission ex-officio Chair Recto, who has championed reforms within the SSS to enhance its service delivery.

DAVAO CITY, Philippines — The Department of Agriculture–Philippine Rural Development Project (DA-PRDP) Mindanao Cluster, through the Project Support Office (PSO Mindanao), successfully concluded the PRDP–European Union Co-Financing Grant Culmination: A Celebration of Convergence in Mindanao in Davao City, marking the completion of the Second Additional Financing and European Union Co-Financing Grant (AF2-EU).
Through the AF2-EU, PRDP enabled disadvantaged, remote, and conflict-affected local government units across Mindanao to access infrastructure and enterprise opportunities by lowering counterpart equity requirements. By the end of August 2025, PRDP was able to bring agri-fishery interventions to 224,000 individuals, nearly half of whom were women, with strong representation from Indigenous Peoples and communities in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
Household incomes of AF2-EU beneficiaries rose significantly, with a 65% increase from ₱113,587 to ₱188,000, while enterprise participants experienced a 128% rise in income. Farmers and fisherfolk also doubled their marketed product values, improving livelihoods through enhanced market access and value-adding activities such as coffee consolidation and coco-coir processing.

The grant also supported the completion of 16 farm-to-market roads (98.8 km), nine potable water systems, and 19 other facilities, cutting travel time to markets by 56%, transport costs by 26%, and household medical expenses from waterborne diseases to zero. These investments not only improved access and productivity but also strengthened sanitation, hygiene, and overall community well-being.
In her message, World Bank Co-Task Team Leader Maria Theresa Quiñones expressed deep gratitude for the partnership, highlighting how the EU’s support has strengthened the project’s impact in Mindanao.
“We are very happy and thankful that the European Union is one of our key partners in joining us in reaching out to our PRDP beneficiaries. To MinDA, which is always on their toes trying to help in the processing and being our champion and advocate, and to PSO Mindanao and the Regional Project Coordination Offices for rising up to the challenge,” said Quiñones. “I’ve seen the products of our development partners, and many of our recommendations during missions are now being operationalized.”
For his part, Marco Gemmer, Head of Cooperation of the Delegation of the European Union to the Philippines, underscored the EU’s commitment to reaching vulnerable and underserved communities.

“Our objective has always been to reach the most remote areas in Mindanao — the 5th and 6th class municipalities, BARMM, conflict-affected zones, and areas with Indigenous Peoples. In Mindanao, there is a wealth of ideas, local knowledge, and wisdom. What our farmers need is not to be taught how to farm, but how to strengthen the enterprise side,” he said.
DA–PRDP Mindanao project director Macario D. Gonzaga echoed this message, thanking the EU and the World Bank for their continued support to Mindanao’s farming and fishing communities.
“We are not just celebrating milestones — we are honoring a shared story of partnership, vision, and transformation. What began as a six-year initiative has grown into a dynamic platform for building a modern, climate-smart, and market-oriented agri-fishery sector,” Gonzaga said.
“Through this partnership, we have seen farmers, women, Indigenous groups, and small entrepreneurs unlock their potential. Agricultural cooperatives are becoming stronger, rural infrastructure has improved, and opportunities for private sector engagement have expanded. Together, these have laid the groundwork for resilient, inclusive, and sustainable agricultural growth across Mindanao and beyond.”
As PRDP transitions to the upcoming PRDP Scale-Up the lessons of AF2-EU will guide efforts to institutionalize climate resilience, deepen conflict-sensitive approaches, strengthen enterprise governance, and enhance digital tools for transparency and efficiency, bringing more interventions in rural communities in Mindanao.
