MAWAB, Davao de Oro — The Municipal Government of Mawab has clarified the denial of a special permit sought by the RMB Mawab Cockpit for cockfighting activities scheduled on Jan. 12, 14, and 16, 2026, stressing that the decision is not politically motivated but purely based on non-compliance with legal requirements.
In an official statement, the local government explained that under Municipal Ordinance No. 001, Series of 2019, also known as the Cockfighting Code of Mawab, no cockpit is allowed to operate without a valid franchise and Mayor’s Permit. The ordinance was enacted in 2019 under a previous administration and remains in full force.
According to municipal records, the Mawab Gallera Cockpit Arena does not possess a valid franchise and permit, which are mandatory prerequisites for the issuance of any special permit. As such, the municipality said there is no legal basis to grant the requested authority to operate.
Mayor Myrill Apit emphasized that the decision was guided strictly by the law and the responsibility of the local government to enforce it fairly.
“This is not about politics or personalities. This is about compliance with the law,” Mayor Apit said.
“If a business does not meet the legal requirements, we cannot issue permits—no matter who is involved. The rules apply to everyone,” she added.
The LGU further clarified that supporting documents such as barangay clearance, fire safety certificates, and proof of tax payments do not replace the franchise and permits required by law.
The Municipal Government also rejected allegations that the denial was politically driven, calling such claims “false and baseless.” It reiterated that laws are enforced equally, regardless of political affiliation or past election support.
While acknowledging that previous administrations may have allowed certain operations despite incomplete compliance, Mayor Apit said the current leadership is determined to correct past lapses.
“Mistakes committed in the past should not be repeated,” she added. “Our goal is to strengthen compliance, uphold the authority of the local government, and ensure that all businesses operate within the bounds of the law.”
The Municipal Government of Mawab assured the public that it remains open to all applications, provided they are complete and fully compliant with existing laws and ordinances.
