NINE former rebels currently under the care of the City Government of Davao received official Safe Conduct Passes (SCPs) on Sept. 2, as part of ongoing efforts to facilitate their legal protection and eventual reintegration into society.
The Local Amnesty Board-Davao (LAB-Davao), led by representative Cris M. Gaerlan, led the distribution at the Kalinaw Village halfway house in Davao City.
Issued by the National Amnesty Commission (NAC), the Safe Conduct Passes serve as legal immunity shields for qualified applicants, protecting them from arrest or prosecution while they fulfil the official requirements of the national amnesty program.
The City Mayor’s Office supported the activity through Peace 911, represented by Caryjane D. Laguna and Alwyn M. Camamara on behalf of Acting Head Atty. Jonah Margarette F. Presto.
Peace 911, the city government’s peacebuilding program, reaffirmed its mandate to assist former combatants—referred to as “friends rescued”—through community-based programs designed to facilitate smooth, sustainable transitions back to civilian life.
