With 98.50% of election returns processed as of 12:44 p.m. on Sept. 15, 2026, four political parties have successfully breached the crucial 2.5% vote threshold required to secure seats in the incoming Bangsamoro Parliament.
Partial and unofficial results show a competitive race dominated by top-tier regional blocs.
Leading the tally is the Bangsamoro Federalist Party (BFP), with 35.1% of the vote and 659,421 ballots. Close behind is the United Bangsamoro Justice Party (UBJP) in second place with 32.4% or 608,885 votes.
Securing the third spot is the Bangsamoro Grand Coalition (BGC) with 20.6% (386,393 votes), while the Raayat Democratic Party – Bangsamoro Peoples’ Democratic Party (RDP) crossed the threshold in 4th place with 3.6% (67,807 votes).
Meanwhile, other regional political entities fell short of the 2.5% minimum requirement based on the current figures, including the Pro Bangsamoro Party (1.9%), Bangsamoro Party – BAPA (1.9%), BEST Party (1.4%), Moro Ako Party (0.9%), Mahardika Party (0.8%), ABOT Party (0.6%), Mushawara Party (0.4%), ISAMA Party (0.2%), and Partido Bangon Bangsamoro (0.1%).
How they will elect the Chief Minister
After the BARMM parliamentary elections, the Chief Minister is chosen through a parliamentary vote rather than a direct popular vote.
The process follows these key steps under the Bangsamoro Organic Law (Republic Act No. 11054) and the Bangsamoro Electoral Code:
Election of Parliament Members: Voters elect the 80 members of the Bangsamoro Parliament (comprising party representatives, district representatives, and sectoral representatives).
First Session of Parliament: Once the election results are finalized and the parliament officially convenes for its first session, the newly seated Members of Parliament (MPs) nominate and vote for the Chief Minister.
Majority Vote Requirement: To be elected as Chief Minister, a nominee must secure a majority vote from all members of the parliament.
Formation of the Executive Branch: Once elected, the Chief Minister heads the regional executive branch and subsequently appoints members of the cabinet from among the parliament members or outside, depending on the structural rules.
As the Commission on Elections (COMELEC) wraps up the remaining canvassing, United Bangsamoro Justice Party (UBJP) member Mansor Ebrahim has been officially proclaimed by the COMELEC as the winning candidate for the first district of the Special Geographic Area in BARMM (SGA-BARMM) early Tuesday morning, September 15, 2026.
COMELEC chairman George Erwin Garcia announced that the counting of votes across the region is expected to be fully completed by Tuesday evening, paving the way for the simultaneous proclamation of all winning candidates.
Garcia noted that the historic first BARMM Parliamentary Elections recorded an impressive voter turnout of approximately 80% to 81%.
“Almost near impossible, but we are happy,” Garcia said, describing the high turnout and electoral management milestones.
Meanwhile, COMELEC assured that consolidation and proclamation processes remain unhindered, including in areas like Maluso, Basilan, as election officials push to close out the final transmission of returns.
