THE DAVAO City Police Office (DCPO) is employing a strict “90:10” personnel deployment framework, effectively putting the vast majority of the force on the streets
Col. Peter Bauzon Madria said that under the new directive, 90% of all DCPO personnel must be deployed to active street patrols, leaving a slim 10% to handle administrative and office duties.
The mandate was issued during a high-level Command Conference on Wednesday, July 8, at the Sandigan Hall, which brought together the DCPO Command Group, staff officers, operational unit heads, and station commanders.
While Madria commended the force for recent operational milestones—including a significant drop in crime rates and millions of pesos in illegal drug seizures—he made it clear that maintaining the momentum requires a visible shift in strategy.
“Our heavy street presence is our strongest deterrent against crime,” Madria said. “But deployment alone is not enough—I am ordering all station commanders to personally lead from the frontlines and be hands-on in all operational activities.”
He said station commanders must personally supervise major operations, checkpoints, and patrols rather than delegating from behind a desk.
The security framework calls for saturated foot, mobile, and motorcycle patrols across all sectors to preemptively disrupt criminal activity.
High-intensity operations will continue targeting high-value drug personalities, loose firearms, and wanted persons.
Madria concluded the conference with a stark ultimatum for the city’s police leadership, warning that a commander’s tenure remains strictly performance-based.
Future retention will be measured directly by their hands-on leadership and their ability to keep crime rates low in their respective sectors.
