LTFRB XI: RideIT accreditation as Transport Network Company pending approval

THE LAND Transportation Franchising and Regulatory Board XI on Friday said the accreditation of the local motorcycle taxi, RideIT, is still pending in the national office.

Atty Deanne Aubrey Salcedo, LTFRB XI legal section assistant, said RideIT is still applying for accreditation as a Transport Network Company.

A Transport Network Company, as defined by LTFRB, refers to the platform that offers a ride-hailing service via the private vehicles registered under it.

The services operate through a smartphone app managed by TNC in order to connect passengers with accredited vehicles and drivers.

Household names include popular platforms such as Grab, Angkas, Joyride, and Moveit.

Salcedo said the TNCs have to be accredited first before they start to operate.

“If they are operating as TNC and they have a pending application, we will wait for that approval,” she added.

Oscar Don Zamora, Land Transportation Office Davao City North District head, said operating without accreditation is illegal.

“They will be tagged as colorum as they collect payment in exchange for their services,” Zamora said.

The official added they have the authority to apprehend those illegally plying the streets.

RideIT officially launched its app in April 2025, aiming to alleviate the problems of the commuting public in the city.

Councilor Jose Mari Baluran is eyeing to amend the ordinance for motorcycle taxis in the city to become fully operational and legal.

During his privilege speech in the regular session on Aug. 19, 2025, Baluran said the amendment is crucial due to the scarcity of public transport vehicles, especially in poor weather conditions.

“There is a loophole in the existing ordinance that needs to be amended for its proper implementation,” Baluran said.

To note, the City Ordinance No. 0584-21, otherwise known as “An ordinance allowing the operation of motorcycle taxis in Davao City,” authored by Councilor Danilo Dayanghirang, was approved in the 19th City Council and enacted on May 11, 2021.

Baluran said that despite the existence of the ordinance, his office received complaints from motorcycle taxi companies after they were apprehended by traffic personnel.

Last March 4, 2025, the 20th City Council transmitted a resolution to the Land Transportation Franchising and Regulatory Board (LTFRB) XI to include the city in the implementation of the motorcycle taxi pilot study program.
