BCDA and P&A Grant Thornton forge strategic partnership to strengthen investor confidence and economic development

P&A Grant Thornton and BCDA sign a Memorandum of Understanding (MoU) at the BCDA Corporate Center, Taguig, on 26 July 2026. Present at the signing representing P&A Grant Thornton were James Araullo, Partner for Audit and Assurance and Ecozone Industry Lead, and Romualdo “Boyet” V. THE BASES Conversion and Development Authority (BCDA) and P&A Grant Thornton formalized their partnership through the signing of a memorandum of understanding (MOU) at the BCDA Corporate Center in Bonifacio Global City, Taguig, marking a significant step toward strengthening investment promotion efforts and supporting the country’s economic development agenda. 

The partnership centers on the development of the “Doing Business with BCDA Investment Playbook”, a practical guide designed to help local and foreign investors better understand the regulatory, tax, and business landscape within BCDA’s economic zones and development areas. 

Leveraging P&A Grant Thornton’s team of experienced business advisors, the “Doing Business with BCDA Investment Playbook” will equip investors and enterprises with valuable insights and practical guidance in navigating opportunities in BCDA-led ecozones. 

The MOU was signed by Engr. Joshua M. Bingcang, President and Chief Executive Officer of BCDA, and Romualdo V. Murcia III, Chairman and Managing Partner of P&A Grant Thornton, with Atty. Gisela Kalalo, Executive Vice President and Chief Operating Officer, and James J. Araullo, Partner, Audit and Assurance and Ecozone Industry Lead, serving as witnesses to the signing.  

In his message, Murcia underscored the significance of the collaboration and the potential impact of the playbook on the country’s economic growth. For his part, Bingcang emphasized that the partnership extends beyond the creation of the playbook, highlighting the broader opportunities that the collaboration can bring to investment promotion efforts. 

Through the MOU, BCDA and P&A Grant Thornton will explore additional areas of collaboration that support investor engagement, business facilitation, and knowledge-sharing initiatives. The partnership aligns with both organizations’ commitment to promoting sustainable economic growth, enhancing the country’s investment competitiveness, and creating long-term value for stakeholders.
