RDC XI: P346.02 billion approved for Davao Region FY 2028 Annual Investment Program

THE REGIONAL Development Council (RDC) XI approved P346.02 billion for the Davao Region FY 2028 Annual Investment Program (AIP).

RDC XI, in a press release, said the budget was approved during its 3rd Quarter Regular Full Council Meeting on Sept. 10. 

The PAPs were proposed by 47 national government agencies and state universities and colleges in the region, comprising 4,568 programs and projects.

RDC XI chairperson and Governor Edwin Jubahib said the endorsement followed a rigorous and evidence-based process to identify implementation-ready, high-impact investments.

“Our collective endorsement sends a unified call to the national government to prioritize these projects for funding and secure critical investments for Davao Region that will create quality jobs, strengthen local economies, improve access to basic services, and benefit poor and vulnerable communities,” Jubahib stressed.

Priscilla R. Sonido, DEPDev XI regional director and RDC XI vice chairperson said the FY 2028 AIP underwent NGA–LGU Consultation to ensure local government units present local priorities for consideration by national government agencies. 

The process allowed the AIP to be more responsive to local needs and aligned with regional and national priorities. 

The FY 2028 AIP is the annual slice of the Davao Regional Development Investment Program (RDIP), 2023–2028, which contains the priority PAPs of Agency Regional Offices, state universities and colleges, and government-owned and controlled corporations. 

According to the RDC XI report, Infrastructure Development accounts for the largest share of the FY 2028 AIP at P190.58 billion, or 55 percent of the Region’s total investment target, among the region’s major sectors.

It is followed by Social Development at P137.51 billion (40%), Development Administration at P9.97 billion (3%), and Economic Development at P7.77 billion (2%). 

Moreover, regionwide PAPs account for about P100 billion, or 29 percent of the total investment target, covering 856 PAPs. 

By province, Davao del Norte has the highest province-specific investment target at P82.61 billion; followed by Davao City at P57.21 billion; Davao de Oro at P42.50 billion, and Davao Oriental at P33.11 billion. 

Davao del Sur and Davao Occidental account for 6% and 3% of the total, respectively. 

Meanwhile, the Department of Public Works and Highways XI accounts for more than a quarter of the total investment with P98.68 billion or 29%, among the NGAs.

It is followed by the Department of Education XI with P87.18 billion or 25 percent, the Department of Transportation with P81.69 billion, and the Department of Social Welfare and Development XI with P15.16 billion. 

RDC XI outlined ten priority projects programmed for FY 2028 which includes DPWH XI’s Alternate Road from Panabo City to Davao City; DOTr’s Balut Island Port in Davao Occidental;  NIA XI’s Linoan Small Reservoir Irrigation Project in Montevista; NAPOLCOM XI’s Construction of a Regional Office XI Training and Development Center;  DA XI’s Establishment and Upgrading of Regional Agricultural and Fisheries Border Control Facilities.

In addition to the projects are DOST XI’s Sustainable Processes for Remediation and Treatment of Sewage at the RGC; DOH XI’s Regional Public Health Laboratories;  DSWD XI’s Construction of Regional Rehabilitation Center for Youth (RRCY) for Girls; DENR XI’s Mapping of Foreshore Areas in 12 coastal barangays in Region XI; and  DepEd XI’s Construction of one-storey, two-classroom buildings in Davao Occidental. 

The agency said these projects are expected to support the attainment of the development objectives and targets in the Davao Regional Development Plan (DRDP), 2023–2028.

Among the SUCs, the University of Southeastern Philippines has the largest investment target at P8.02 billion. 

“Implementing these investments will help address development gaps, achieve DRDP targets, improve access to essential infrastructure and services, enhance productivity and competitiveness, and advance Davao Region’s socioeconomic transformation,” the agency said.
