THE LAND Transportation Franchising and Regulatory Board (LTFRB) XI reiterated the enhanced Fuel Discount Program offering eligible public utility vehicle (PUV) operators up to ₱12 per liter.
Ernest Benz Davila, LTFRB XI Transportation Development Office chief, said the expanded scheme provides P1,800 in weekly savings for drivers.
“The LTFRB really understands the plight of PUV drivers and operators with the increasing fuel prices,” Davila said during the Habi at Kape on Wednesday.
Qualified Public Utility Jeepney (PUJ) and Utility Van Express (UVE) operators receive a discount of ₱12 per liter for up to 150 liters weekly, an increase from the previous ₱10 per liter rate.
Davila said participating stations are identified by posted tarpaulins, where verified operators and drivers can claim discounts by presenting their registered plate numbers.
As of June 14, 2026, LTFRB Region XI recorded 2,614 transactions, representing a 58.47% utilization rate of fuel discount among eligible units.
Davila said participation is expected to rise as outreach and verification measures continue.
Operators seeking to confirm eligibility or check participating fuel stations are advised to visit the LTFRB Region XI office or check its official Facebook page.
At present, Region XI currently counts 4,470 qualified onboarded units that submit annual confirmations to the agency.
This consists of traditional PUJs with a total of 3,864 units; modernized PUJs (53 units); traditional UVE units (516 units); and modernized UVE units (37 units).
Meanwhile, the agency continues to enforce compliance against reported operators and drivers to ensure passenger safety.
Top violations investigated include fare overcharging and refusal to convey passengers to their destination.
“We summon them and issue show-cause orders to also have the opportunity to be heard, to explain complaints against them, and if there is substantial evidence for the violations, we impose appropriate penalties,” Davila said.
As to the expansion of LOVE Bus provision, free commuter services continue along the UM Matina–Mintal and Lasang–Sasa via Roxas routes.
Davila reported that a new memorandum circular outlines an upcoming route which is Toril-Roxas, to operate during peak hours (6-9 a.m. and 5-8 p.m.), which is pending final launch documentation.
“We are still finalizing the full details as to the start of the operations, submission, and accomplishing other documentary requirements such as markings,” he said.
The agency is advancing the Davao Public Transport Modernization Project (DPTMP), formerly the High Priority Bus System, under the broader Public Transport Modernization Program to overhaul public land transportation across the region.
The DPTMP is currently conducting vehicle counting, stationed in various areas in the city, including JP Laurel Avenue; Mamay Road; Sta. Ana Avenue; Leon Garcia Street; Lapu-Lapu Street; Chavez Street; and Maharlika Highway for the traffic impact assessment.
