A PLACE once built to heal now stands stronger with hope. On July 9, 2025, the children of Balay Dangupan welcomed a new symbol of care and commitment — the Rodrigo Duterte Academic Building, a gift from the loyal supporters of former President Rodrigo Roa Duterte.

The inauguration was led by Acting Mayor Sebastian “Baste” Duterte and Acting Vice Mayor Rodrigo “Rigo” Duterte II, who both paid tribute to the man who made child welfare a personal mission.

The academic building, which broke ground in March 2024 on the former president’s birthday, was completed exactly a year later — a timely offering in honor of a legacy that began long before Balay Dangupan opened its doors.

In his remarks, Acting Mayor Duterte spoke directly to the children of Balay Dangupan, reminding them of the values his father instilled and the future they are capable of building.

“Let us continue with life and with what PRRD started. Let us not stop just because he is not here with us. It is our responsibility to continue what PRRD started. It is our obligation not just to ourselves and our family, but to the entire country,” he said.

“Laban lang! Fight for your country,” he added, his voice firm with conviction.

Mayor Sebastian Duterte also made a personal vow to the children, one that brought quiet smiles and comfort to many listening.

“While you are not with your parents, I will stand as your father. Go to school so that your lives will be better. Don’t worry, I will send you to school.”

For Acting Vice Mayor Rigo Duterte, the moment was deeply emotional, describing the project as a tribute to the one who inspired it all.

“The ceremony is very personal to me as it was an initiative spearheaded by none other than our Tatay Digong.”

“And we did not expect, with the help, hard work, and genuine service of our friends here, they are opening their doors as a symbol of his enduring commitment to education and child welfare,” he said.

“I hope that Balay Dangupan will continue to uphold their purpose to make this building a symbol of learning and hope for the many young minds who call Balay Dangupan their home.”

The children and staff of Balay Dangupan expressed their deep gratitude to the Duterte family and the many donors and volunteers who helped make the project a reality.

“Since the start of Balay Dangupan, Pres. Rodrigo Duterte was already there supporting the children. His legacy will always be remembered,” said Julie Dayaday, head of the City Social Welfare and Development Office, holding back tears.

Through the years, Balay Dangupan has quietly transformed lives — many of its former residents are now professionals, some even working overseas. It remains a sanctuary for those who have experienced trauma, loss, or abandonment — a place where second chances begin.

The ribbon-cutting ceremony gathered an emotional crowd of local officials, child welfare advocates, long-time Duterte supporters, and community leaders — all united by the vision of giving children not just a home, but a future.
