LTO defends enforcers after viral post of apprehension that ended in crash

THE LAND Transportation Office (LTO) XI backed its personnel following the circulation of viral videos depicting a roadside encounter on April 30, 2026, in Matina Crossing, Talomo District.

The agency stated that the widely shared footage failed to capture the full scope of events that transpired along MacArthur Highway, emphasizing that the confrontation was a result of a driver’s repeated refusal to comply with lawful orders.

According to the official report, LTO Regional Law Enforcement Section (RLES) officers were conducting an operation to clear illegal terminals established by bao-bao and habal-habal units that were obstructing the national highway. 

When officers instructed the drivers to stop their vehicles for tickets, one driver allegedly chose to flee.

The LTO claimed that the driver intentionally rammed a patrol vehicle and nearly struck a female pedestrian in his attempt to escape. The pursuit ended when the driver lost control of his vehicle and crashed into a stationary private car.

“His continued hostile and reckless actions posed imminent danger to motorists, pedestrians, and the enforcement team,” the LTO statement read.

Addressing concerns regarding the force used during the arrest, the agency asserted that its officers exercised “maximum tolerance,” applying the necessary and reasonable physical restraint to protect both the driver and the public. 

The arrest was ultimately secured with the assistance of an off-duty police officer present at the scene.

LTO XI officials rejected the narrative that they are anti-poor as their mandate involves road safety, discipline, and legal accountability. The agency reiterated that it maintains a “zero-tolerance” policy for reckless behavior on public roads that threatens the lives of citizens.

The driver now faces multiple charges, including violations of transportation laws and regulations. The case is currently under formal investigation by the proper authorities.
