Japan ready to boost Davao’s maritime security capabilities

AMID rising regional tensions, the Japanese government has expressed its readiness to extend maritime law enforcement support to Davao, emphasizing the need for stronger coastal defense capabilities across the Philippine archipelago.

Japanese Ambassador to the Philippines Kazuya Endo highlighted that while international attention remains fixed on the South China Sea, the maritime security of Mindanao is equally vital to his government’s regional strategy.

“The Philippines is surrounded by sea in every direction,” Ambassador Endo told reporters. “It is very important to work with the Philippine Coast Guard (PCG) and other maritime-related authorities to enhance law enforcement capabilities at sea.”

Support for Davao’s law enforcement

While much of Japan’s recent maritime assistance has focused on the national level—including the provision of multi-role response vessels to the PCG—Ambassador Endo wants localized cooperation in Southern Mindanao.

He noted that if a specific need arises in the region, Japan is prepared to collaborate directly with local maritime units.

“In that sense, if there is any need, we are quite happy to work with the law enforcement authority in Davao,” he said.

Beyond regional tensions

The Ambassador’s statement reflects Japan’s broader “Free and Open Indo-Pacific” policy, which treats maritime security not just as a matter of territorial defense, but as a prerequisite for safe trade and economic stability.

By offering to bolster Davao’s maritime law enforcement, Japan aims to ensure that local authorities have the tools and training necessary to monitor territorial waters, combat piracy, and protect the region’s growing blue economy.
