THE DAVAO City Police Office (DCPO) launched the first phase of its revitalized community-centric security campaign, Oplan Kalinaw III, on Wednesday, July 29, 2026, providing direct social services and security clearance operations to approximately 800 residents in Barangay Lasang, Bunawan District, on Wednesday, July 29.
Led by DCPO director PCOL Peter Bauzon Madria, represented by deputy city director for administration PLTCOL Nolan R. Raquid, the launch was anchored on the theme “Ensuring Safe and Secure Communities with Delivery of Social Services.”
Oplan Kalinaw III merges traditional law enforcement with social development through a structured two-pronged framework:
- Package 1 (Security, Assessment & Public Information): Combines targeted intelligence-driven security operations and area clearances with community assessments. It aims to address local safety concerns, build community resilience, and conduct public awareness campaigns against illegal drugs, crime, and insurgency.
- Package 2 (Integrated Service Delivery): Delivers essential public services directly to remote or vulnerable communities in partnership with the City Government of Davao, national government agencies, non-governmental organizations (NGOs), and private stakeholders.
During the initial rollout at Purok Scorpio in Barangay Lasang, beneficiaries received free medical consultations, haircut services, civil registration assistance, agricultural support, food pack distributions, and youth recreational activities featuring gift-giving.
The outreach was conducted alongside Bunawan Police Station (PS6) commander PMAJ Janus Lumbaya B. Macli-ing, City Community Affairs and Development Unit (CCADU) Acting Chief Police Major Jake C. Goles, and Lasang Punong Barangay Hon. Allan P. Simo-ag.
Partner security and response agencies—including the Regional Mobile Force Battalion (RMFB 11), Task Force Davao, and the Philippine Coast Guard—also participated in the joint deployment.
DCPO officials affirmed that Oplan Kalinaw III will be rolled out across other barangays in Davao City to strengthen police-community relations while maintaining peaceful and secure neighborhoods.
