Improved access expected to support Ayala Land’s 290-hectare Cresendo estate in Tarlac City

TARLAC CITY — A major infrastructure upgrade is set to strengthen Central Luzon’s growth corridor with the groundbreaking of the Subic-Clark-Tarlac Expressway (SCTEX) Luisita Interchange Expansion Project, which is expected to improve connectivity, facilitate mobility, and support greater investment and economic activity across Tarlac and neighboring provinces.

Led by the Bases Conversion and Development Authority (BCDA) alongside local government units and tollway partners, the project will expand the Luisita Interchange through the construction of dedicated northbound entry and exit ramps, providing improved access to and from SCTEX for motorists traveling between Tarlac City and key destinations in Northern Luzon.

The upgraded interchange is expected to ease congestion along MacArthur Highway and improve traffic circulation in and around Tarlac City. Once completed, the expanded access will provide motorists from Baguio, La Union, Pangasinan, and other northern provinces with a more direct and efficient route to Tarlac City, improving mobility for an estimated 11,200 motorists daily. The project also reinforces SCTEX’s role as a vital economic artery supporting the movement of people, goods, and investments across key growth corridors in Luzon.

Among the developments expected to benefit from the upgraded interchange is Cresendo, Ayala Land’s 290-hectare master-planned estate in Tarlac City. Improved access to SCTEX is expected to strengthen the estate’s connectivity to key economic centers, including Clark International Airport, the Subic Bay Freeport Zone, Metro Manila, and Northern Luzon. As Cresendo continues to develop as a destination for commerce, industry, education, and residential living, enhanced connectivity can further support its growth and accessibility.

“Connectivity is a critical driver of regional development,” said Rica Balbido, Estate Development Head for Central Luzon, Ayala Land Estates. “The SCTEX Luisita Interchange expansion will improve access to Cresendo and strengthen connections between Tarlac and key economic centers. This supports our vision for Cresendo as a community where businesses can grow and people can live, work, and thrive.”

As Central Luzon strengthens its position as a key growth corridor, infrastructure investments such as the SCTEX Luisita Interchange Expansion Project can help improve the competitiveness and accessibility of emerging economic centers. For Tarlac, enhanced connectivity can support continued investment and economic activity while strengthening the city’s role in the region’s growth.
