THE OVERSEAS Workers Welfare Administration (OWWA) XI has announced the rollout of two flagship initiatives: a centralized online scholarship application portal and an upgraded emergency repatriation hotline to accelerate service delivery for Overseas Filipino Workers (OFWs) and their families.
These digital and operational updates are designed to cut down processing times, eliminate long queues at regional offices, and provide immediate financial and logistical relief to returning workers.
To make educational benefits more accessible, OWWA XI will officially launch its new digital platform by the end of July or the first week of August 2026. Prospective applicants will be able to submit their requirements through the official URL: (scholarship.owa.gov.ph.) To ensure a fair distribution of resources across the region, the agency strictly enforces a “one child per OFW family” policy restriction for all available programs.
”Our scholarship application process is now fully online through our portal at scholarship.owa.gov.ph. By the last week of July or the first week of August, we will formally open the portal for new applicants who are dependents of active OFWs. The digital portal will cater to three primary educational assistance tracks:
- Education for Development Scholarship Program (EDSP): A highly competitive scholarship grant available to qualified dependents of active OWWA members, covering four-year or five-year baccalaureate courses at accredited colleges and universities.
- OFW Dependent Scholarship Program (ODSP): A financial assistance program specifically targeting dependents of active OWWA members whose monthly salary is USD 600 or below.
- Dependent Scholarships: Specialized educational assistance windows designated exclusively for the children of distressed or deceased OFWs.
OWWA XI is also reinforcing its emergency response operations through a dedicated communication channel. OFWs needing urgent assistance can reach the agency via the hotline number 02-1348. The hotline’s core services include managing intake for active repatriation requests and coordinating hands-on arrival assistance at airports and seaports.
A key component of this upgraded channel is the implementation of the ₱10,000 Immediate Assistance Policy. Under this program, repatriated OFWs who qualify under emergency criteria are entitled to an immediate financial assistance payout of ₱10,000 to cover baseline expenses upon landing. The hotline serves as the primary verification mechanism to confirm identities and fast-track the release of these funds.
Once immediate arrival needs and baseline financial distributions are met, the hotline team systematically connects returnees to long-term economic and social support. By partnering with other government sectors, OWWA establishes a seamless transition pipeline:
- Department of Migrant Workers (DMW): Provides legal support, employment tracking, and deployment contract verification.
- Department of Social Welfare and Development (DSWD): Assists families requiring extended psycho-social support, local welfare interventions, or family counseling.
- Technical Education and Skills Development Authority (TESDA): Helps returnees retool their skillsets, acquire local certifications, or successfully pivot into domestic technical trades.
Through these combined digital upgrades and inter-agency pathways, OWWA Region 11 aims to build a more responsive support network for the modern Filipino migrant workforce.
