  • DCPO launches safety program for IP girls as rape cases drop by 31%

AUTHORITIES unveiled Oplan Neneng, a specialized initiative aimed at reducing the vulnerability of individuals within tribal communities, as the Davao City Police Office (DCPO) reported a decline in sexual violence cases in 2025.

During a department heads’ meeting at City Hall on Monday, Jan. 5, Col Mannan C. Muarip, acting city police chief, and Lt Col Ivan J. Samoraga, chief of the City Investigation and Detective Management Unit, showed data revealing a 31% decrease in rape cases last year.

The figures revealed 62 fewer cases in 2025 compared to the previous year. 

Police officers credited a combination of heightened police interventions and strengthened grassroots initiatives as the primary drivers behind the downward trend.

In the same meeting, Muarip explained that Oplan Neneng targets houses located in or owned by tribal communities. He proposed providing adequate and proper rooms within these homes to enhance privacy and security for the vulnerable girls.

The initiative will be financially supported and implemented in close coordination with the city government.

“Oplan Neneng underscores the importance of the partnership between law enforcement and the local government in protecting vulnerable sectors,” Muarip said, adding that they scheduled a formal launch of the program early this year.

The department heads’ meeting was presided over by City Administrator Atty. Francis Mark H. Layog, representing the City Government of Davao.
