New DCPO chief brings own team, but rules out immediate precinct reshuffle

THE NEWLY installed Davao City Police Office (DCPO) director brought in fresh personnel to bolster his leadership while offering a “performance-based” assessment to the current station commanders.

Speaking to reporters on the sidelines of the change of command ceremony on March 30, Colonel Peter Madria confirmed that he has brought a select group of personnel to assist in his transition.

“I have personnel coming with me,” Madria stated, signaling the arrival of a trusted core team to help implement his “90:10” deployment strategy.

Despite the arrival of new faces, Madria was quick to dispel rumors of an immediate, wide-scale reshuffle among Davao City’s station commanders. He emphasized that tenure under his command will be strictly meritocratic.

“Right now, we are looking at the performance of our personnel,” Madria explained. “If there are no complaints and they are simply doing their jobs, there is no reason for a reshuffle.”

The director noted that the stability of peace and order remains the priority. He laid out a clear ultimatum for the city’s ranking officers: meet the expectations of the PNP leadership or face replacement.

“As long as they comply with the expectations of our leadership, especially our Chief PNP, and as long as they deliver accomplishments that keep the public’s mind at ease, we have no reason to reshuffle,” he added.

Station commanders are expected to adhere to the 90:10 rule, keeping 90% of their force on the streets to act as an “active shield” against criminality, particularly in the campaigns against illegal drugs and terrorism.
