THE DEPARTMENT of Social Welfare and Development (DSWD) XI, through the Pantawid Pamilyang Pilipino Program (4Ps), will strengthen the digital and financial literacy of poor households by providing smartphones to selected beneficiaries under the “E-Panalo ang Kinabukasan: 4Ps Digital Financial Literacy Initiative” on September 12–13, 2025, at the Atrium Hall, New City Hall, Tagum City.
The initiative equips families with the knowledge, tools, and confidence to manage their finances responsibly in the digital age. With the support of Globe Telecom, smartphones will be provided to beneficiaries who opted to receive their grants via GCash. This intervention ensures that beneficiaries are not only connected but also trained to use digital platforms effectively and responsibly, helping them avoid misuse and protecting them from online risks.
The two-day event will be graced by ASEC Elaine F. Fallarcuna, ASEC Marites M. Maristela, ASEC Irene Dumlao, officials from the National and Regional Program Management Offices, representatives from partner organizations, including Ayala Foundation, Inc., BPI Foundation, Inc., GCash, Globe Telecom, local government units, and 4Ps beneficiaries.
On day 1, around 150 beneficiaries will participate in intensive orientations on Digital Financial Literacy and Responsible Mobile Phone Usage, focusing on GCash features, safe registration, consent procedures, and practical ways to manage household finances through digital wallets. On day 2, the program will highlight the ceremonial smartphone distribution and the “Pugay Tagumpay” graduation ceremony for 100 self-sufficient households from Tagum City, Davao del Norte. Graduating families will receive certificates and be formally endorsed to their LGUs for continued support.
Launched nationwide in 2024, the E-Panalo initiative supports the Pantawid Pamilyang Pilipino Program Act (RA 11310) and the National Strategy for Financial Inclusion. More than just providing gadgets, the program builds skills and discipline in financial management, empowering families to benefit from safe, secure, and responsible use of digital technology.
Through the partnership of government and private stakeholders, the initiative reaffirms the collective vision of building digitally skilled, financially responsible, and economically resilient Filipino families.
