DCPO chief Muarip ‘signs off’; credits DAVAO Framework for 8-month gains

OUTGOING Davao City Police Office (DCPO) acting director Colonel Mannan Muarip officially “signed off” this weekend, ending an eight-month tenure marked by a localized policing strategy and community-led discipline.

In a statement, Muarip thanked Davaoeños, attributing the city’s peace and order milestones to a collective effort rather than a singular office.

Muarip’s leadership was anchored on his signature DAVAO framework —standing for Discipline, Action, Value, Accountability, and Order. He emphasized that these principles were not just internal police guidelines but a “shared responsibility” with the community.

“The success of the DAVAO framework is your success,” Muarip said in his farewell message. “Together, we have proven that when discipline is practiced… peace becomes sustainable.”

During his eight months at the helm, the DCPO reported significant strides in strengthening police-community relations, enhancing public safety responsiveness, and upholding internal professionalism and accountability.

The change in command, set for Monday, March 30, 2026, will see Colonel Peter Madria taking over as the new city director. The official ceremony will be presided over by PRO XI Director Brig. Gen. Leon Victor Rosete. 

Madria currently serves as the chief of the regional operations of Police Regional Office (PRO) XI.

Confirming the transition to TIMES, PRO XI spokesperson Major Catherine Dela Rey stated that the City Government of Davao has been officially informed of the leadership shuffle.

Despite the transition coming amid a busy period for the region, Muarip maintained a professional stance. 

Speaking to TIMES, he noted that he “understands and respects the decision” of the higher command.
