THE DAVAO City Police Office (DCPO) was proclaimed champion of the 1st Police Regional Office XI Enhanced Managing Police Operations (EMPO) Challenge 2025.
The competition was held on Dec. 11, 2025, at the Regional Integrated Command Center, Camp Sgt. Quintin M. Merecido, Buhangin, and was presided over by Brig Gen Leon Victor Rosete, acting regional police director.
The DCPO, under the leadership of acting city director Col Mannan Muarip, distinguished itself during the challenge, which included a critical unattended baggage simulation exercise (SIMEX) conducted at the Agdao Public Market near Rose Bakeshop.
Upon thorough verification, the suspicious bag was found to contain only personal items such as documents and garments, with no explosive device discovered.
The DCPO personnel displayed stability, discipline, and operational control, completing the exercise while demonstrating efficiency, speed, and readiness to respond to threats under realistic conditions.
Reinforcing the D.A.V.A.O. framework
The DCPO stood out among contingents from other units, including Davao Del Norte Police Provincial Office, Davao del Sur Police Provincial Office, Davao Oriental Police Provincial Office, Davao Occidental Police Provincial Office, and Davao de Oro Police Provincial Office.
It reflects the unit’s continuous adherence to the D.A.V.A.O. Framework—which stands for Discipline, Action, Virtue, Accountability, and Order.
“This recognition is a testament to the dedication, professionalism, and discipline of our personnel. The EMPO Challenge mirrors our unwavering commitment to readiness and public safety. We will continue to strengthen our capabilities to serve and protect the people of Davao City,” Muarip said.
