Data streamlining underway for niches, memorial lots discount for PWDs, seniors

THE ORDINANCE pushing to give a 30% discount on memorial lots and compartment niches to persons with disabilities (PWD) and senior citizens is underway.

During the “Pulong pulong sa Dabawenyos” on Tuesday, proponent Councilor Ragde Ibuyan said data collection and streamlining for the proposed legislative measure are ongoing.

“We are in the process of data collection and data streamlining, and hopefully by the next committee hearing, we will really put this forward for second reading,” Ibuyan said.

The committee chair on government enterprise & privatization said that while the proposed ordinance will alleviate the financial burdens of vulnerable sectors, the committee must ensure less impact on the city’s revenue collection.

A huge chunk of the city’s revenue collection comes from cemeteries and the public markets.

The Tagakpan Public Cemetery, one of the 10 public cemeteries in the city, is among the top-performing units of the Davao City Economic Enterprise in 2025, collecting over P3 million.

Ibuyan said they coordinated with the offices on persons with disabilities affairs and the senior citizens affairs for the data.

He added that streamlining is necessary to identify the fixed discount to provide for the sector.

The councilor assured that the discount will range between 20% and 30%.

“Following the data streamlining, we will present it to the city economic and city treasurers, and we will choose which is best suited for the city and constituents,” he stressed.

Under Republic Act 9994 and Republic Act 10754 for the Senior Citizens and PWDs, respectively, it has provided 20% discounts for funeral and burial expenses for these sectors, but the said discount does not extend to the cost of the memorial lot.

The councilor said the proposed measure will lift some financial burden for these vulnerable sectors and their families, most especially in times of tragedy.

The costs of lease of memorial lots and compartment niches in the public cemeteries range from P6,000 to P8,000 on a six-year lease contract, subject to renewal.
