Councilor: Firecracker ban amendments not off the table

A LAWMAKER here hinted at reviewing the city ordinance banning firecrackers and possibly allowing regulated fireworks displays.

During the Pulong Pulong sa Dabawenyos on Tuesday, Councilor Danilo Dayanghirang said he is open to revisiting the ordinance if the need for amendment arises.

“There is no permanency of any rules, and we have to adjust and change. For me, maybe we can look at it again, the firecracker ban again, because we can also use the coastal road as a possible area for regulated or public display of fireworks,” Dayanghirang said.

Dayanghirang said this will be up to the members of the City Council, with the consultation from the executive department.

The councilor suggested the committee on public safety and security revisit the long-standing ordinance.

“We operate here by consultation and consensus. That is possible. I’m not saying that we are going to initiate it, but I think we can look at it, maybe the concerned committee kasi open naman,” Dayanghirang said.

Davao City’s anti-firecracker ordinance was first formalized in 2002 under City Ordinance No. 060, approved by then-mayor Rodrigo Duterte. 

The ordinance prohibits the manufacture, sale, distribution, possession, and use of firecrackers and other pyrotechnic devices within the city’s territorial jurisdiction.

Despite the ban, the Davao City Police Office arrested individuals after violating the ordinance following intensified enforcement over the holiday.

The DCPO’s monitoring report showed that 6,114 firecrackers and improvised devices have been confiscated, with an estimated street value of ₱23,620.
