PRO XI welcomes back new RD

THE POLICE Regional Office (PRO) XI officially welcomed its new leadership on Friday, Nov. 14, 2025, during a formal turnover ceremony held at Camp Quintin M. Merecido in Buhangin, Davao City.

Brigadier General Leon Victor Z. Rosete was formally installed as the acting regional director for the Davao Region, taking the reins from the outgoing Police Brigadier General Joseph R. Arguelles.

Rosete is a comebacking director as he used to hold the post when he was appointed by then PNP chief General Rommel Marbil as the PRO XI director, replacing Major General Leo Francisco, in September last year.

He held the post for a short stint was he was recalled to Camp Crame in June this year following another PNP reshuffle.

Lt Gen Bernard M. Banac, the deputy chief for administration, presided over the ceremony in accordance with the direction of the PNP Director General Jose Melencio C. Nartatez Jr., ensuring an orderly transition and continuity of operations.

The official transition included key military protocols such as the Arrival Honors, the reading of the termination and designation orders, and the symbolic turnover of command and the Office Property Equipment Inventory Book.

Arguelles also received an award for his service as he was named the new head of the Regional Police Command.

In a statement, PRO XI affirmed its commitment to its mandate under the new leadership. 

The office is poised to sustain its commitment to public safety and quality police service across the Davao Region.

The event ensures that the regional police force remains steadfast and focused on the PNP’s goal of continuous improvement and service delivery as part of the nationwide “Bagong PNP sa Bagong Pilipinas” initiative.
