Toril issues 300 citation tickets, investigates 12 barkers over extortion complaints

by Rhoda Grace Saron

POLICE Station 8 (Toril) operatives apprehended over 300 individuals for various traffic violations and placed 12 terminal dispatchers under investigation following complaints of extortion and harassment.

PMAJ Richeen M. Lagnayo, acting station commander, said they intensified the enforcement of Republic Act 4136 (the Land Transportation and Traffic Code) through a weeklong joint operation dubbed “Oplan Hapsay.”

The drive was conducted alongside the Traffic Enforcement Unit, Highway Patrol Group, City Transport and Traffic Management Office, and the Land Transportation Office XI.

Over the course of the weeklong campaign, more than 300 motorists were flagged down and issued Traffic Citation Tickets (TCT) or Temporary Operator’s Permits (TOP) for infractions including driving without a license, operating without official registration documents (OR/CR), failure to wear protective helmets, wearing slippers while driving, and illegal street parking.

Several motorcycles with multiple traffic offenses were also impounded during road-clearing operations.

Crackdown on unregistered terminal dispatchers

Meanwhile, police personnel brought in 12 illegal vehicle callers, or “barkers,” for questioning following a surge in public complaints from both passengers and public utility drivers concerning harassment and extortion at transport terminals in Toril.

Lagnayo warned motorists to follow traffic regulations and avoid parking illegally along public thoroughfares.

He further emphasized that barkers are strictly banned from operating in the area due to persistent public complaints, warning that those found liable for extortion or harassment will face formal criminal charges and jail time under applicable laws.
