DCM calls on Davao Light to be more transparent with expansion

THE DAVAO Consumer Movement expresses deep concern over Davao Light’s lack of transparency in its expansion efforts. Consumers deserve clarity, yet recent developments in Samal have left many confused and uninformed.

Davao Light issued a statement about its expansion in Samal only after Nordeco revealed that 26 of 46 barangays will be transferred to Davao Light’s system. This followed the Regional Trial Court, Branch 34, Panabo City’s issuance of a Writ of Possession over Nordeco’s distribution assets in those 26 barangays, favoring Davao Light.

As the incoming service provider, Davao Light should have been the first to inform Samal consumers about which areas would be included in their system. By allowing Nordeco to release the information instead, Davao Light appeared secretive in its transition—an approach that undermines consumer confidence.

We recognize that certain details may be restricted due to ongoing legal proceedings. However, basic information such as which barangays will be served first should be communicated openly. Consumers have the right to know how and when they will be affected.

Davao Light has publicly promised, “APIL TANAN, WALAY MABIYAAN” (“Everyone included, no one left behind”). If this is truly their commitment, then their communication must reflect it. The transition has already been slow, testing the patience of consumers. At the very least, Davao Light should provide clear updates so households and businesses can understand what is happening.

Consumers in Samal are coming from a history of poor transparency under their previous provider. Davao Light must not repeat this mistake. Failure to communicate openly risks eroding trust at the very start of their service.

In power distribution, transparency is non‑negotiable. Davao Light must choose: build trust through honest communication, or plant seeds of doubt among the very consumers they are meant to serve.
