- Contractuals, JOs receive P7,000 gratuity pay
GOVERNMENT contractual workers and job orders will receive a one-time gratuity pay of P7,000 this holiday season following the 21st City Council’s approval of the P187.324 million Supplemental Budget 3 during a special session on Tuesday, Dec. 23.
In an interview, Councilor Danilo Dayanghirang, chair of the committee on finance, ways and means, and appropriations, said the ordinance provides the legal basis for the issuance of gratuity pay.
“What we approved is in support of the Administrative Order No. 39, issued by Malacañang,” he said, adding that they needed to hold a special session to release the bonus to the workers for the holiday season.
Dayanghirang expressed confidence that the gratuity pay would be released after Christmas Day, as Dec. 24-25 have been declared a holiday.
SB3, he said, specifically catered to the gratuity pay of JOs and COs.
“After the approval, they can receive this the soonest possible time. The accounting is already doing the payroll,” he stressed.
Payment of the FY 2025 Gratuity Pay of Job Orders and Contract of Services at a maximum amount of P7,000, pursuant to Administrative Order No. 39, series of 2025 and Local Budget Circular No. 2025-4, dated Dec. 16, 2025 was lodged under Special Purpose Appropriation: Other Authorized SPA’s: – Gratuity Pay/9999-L under the Office of the City Mayor, totalling to P137,312,000,00.
Administrative Order No. 39, signed on Dec. 11, provides that COS and JO employees who have rendered a total or an aggregate of at least four months as of Dec. 15 are entitled to a gratuity pay not exceeding P7,000.
“Granting a year-end Gratuity Pay to COS and JO workers is a well-deserved recognition of their hard work and valuable participation in the implementation of various programs, activities, and projects (PAPs) of the government, and their pivotal role in the delivery of government services amidst the present socio-economic challenges,” the AO stated.
The order noted that while COS and JO workers are paid salaries equivalent to those received by personnel occupying comparable positions in government, they do not enjoy the benefits accorded to regular government employees, such as mid-year and year-end bonuses, performance-based bonus, and personnel economic relief allowance.
Employees who have rendered less than four months of satisfactory service may still receive the gratuity pay on a pro-rata basis.
Such that, workers with three months but less than four months of service will receive gratuity pay not exceeding PhP6,000, while employees with two months but less than three months service will get gratuity pay not exceeding PhP5,00.
Meanwhile those with less than two months service will receive a pay not exceeding PhP4,000.
The order covers workers in national government agencies, state universities and colleges (SUCs), government-owned or -controlled corporations (GOCCs) and local water districts (LWDs).
The SB3 also appropriated under the different departments of the city government are mostly for payment of the FY 2025 Service Recognition Incentive (SRI) for Government Personnel-plantilla at a maximum amount of P20,000.00 per pax, pursuant to Administrative Order No. 40, series of 2025 and Budget Circular No. 2025-3, dated December 15, 2025.
