- DSWD Davao no longer issues guarantee letters for AICS, AKAP
THE DEPARTMENT of Social Welfare and Development XI temporarily suspended the provision of a guarantee letter (GL) under the Assistance to Individuals in Crisis Situations (AICS) and Ayuda sa Kapos ang Kita Program effective Nov. 30, 2025.
The letter is a document issued by the DSWD addressed to service providers to guarantee the payment of the service on behalf of the beneficiary.
DSWD stressed the suspension is in line with the DSWD Central Office memorandum order and Financial Management Guideline No. 53 (2025) of the agency.
The suspension allows the office to settle pending payables to the service providers.
“Tinguha niini nga mahatagan ang atong opisina og igong panahon nga maproseso ang tanang balayronon sa mga serbisyo nga gihatag sa mga service providers alang sa mga katawhang nanginahanglan pinaagi sa GL,” it said.
However, DSWD stressed this does not affect the services under AICS and AKAP despite limited finances.
“Bisan man niini, ginapasabot sa opisina nga magpadayon ang pagserbisyo sa AICS ug AKAP sa tanang nanginahanglan luyo sa limitadong financial assistance,” the agency added.
The AICS is among the social welfare services of the DSWD that provides medical assistance, burial, transportation, education, food, or financial assistance for other support services or needs of a person or family.
It is intended for individuals and families determined to be in a “state of active crisis” or “crisis situation” or needing financial or material support from the national government.
Meanwhile, AKAP is a program providing social assistance and a safety net for minimum wage earners and low-income earners who are made more vulnerable by rising inflation.
The social protection can be in the form of financial assistance to augment or supplement family income, and access to essential services to address the needs of individuals or their families who may not have access to regular assistance.
