VICE PRESIDENT Sara Duterte has maintained her strong lead in the pre-election preferences for the 2028 Presidential elections, according to the latest survey conducted in late November 2025.
The results, based on the WR Numero Philippine Public Opinion Monitor (Issue 5, Volume 2025), which surveyed 1,412 Filipinos between November 21–28, 2025, showed VP Duterte garnering 33.3% of the national vote preference.
This marks a 2 percentage point increase from the August 2025 poll.
Following the vice president are Senator Raffy Tulfo and former Vice President Leni Robredo.
The preference landscape
The national rankings showed a tightening race among the top three contenders:
- Duterte, Sara 33.3%
- Tulfo, Raffy 13.4%
- Robredo, Leni13.0%
- Go, Bong 4.0%
- Padilla, Robin 3.3%
- Poe, Grace 3.3 %
The survey found that a significant portion of the electorate, 22.2%, remains undecided, representing an increase of 4 percentage points from the August poll.
Regional dominance
Duterte’s national lead was largely fueled by her overwhelming support in Mindanao, her home turf, where she registered a 58% preference rating.
She also performed strongly in the Visayas with 43%.
However, the competition remained fierce in other key regions: Metro Manila: VP Duterte led with 23%, followed by Robredo (15%) and Tulfo (12%).Rest of Luzon: Tulfo led with 19%, narrowly beating Robredo (18%) and Duterte (20%).
The survey, which has a national margin of error of ±3%, indicated that while VP Duterte remains the frontrunner, the high percentage of undecided voters and the competitive nature of preferences in Luzon and Metro Manila suggest the race remains fluid more than two years out from the 2028 elections.
