Trillanes files plunder complaint vs. Duterte, Go Over P7-B infrastructure projects

FORMER Senator Antonio Trillanes IV has filed a plunder complaint before the Office of the Ombudsman, against former President Rodrigo Duterte, Senator Christopher “Bong” Go, and the senator’s father and brother, over alleged anomalous infrastructure contracts worth billions of pesos.

Duterte and Go’s camp have yet to issue a response to the charges.

Trillanes made the filing on Tuesday, October 21, 2025, accusing the officials of orchestrating the awarding of lucrative government projects to a firm linked to the Go family.

Trillanes filed the complaint before the Office of the Ombudsman for possible violations of the Plunder Law (RA 7080), the Anti-Graft and Corrupt Practices Act (RA 3019), and the Code of Conduct and Ethical Standards for Public Officials and Employees (RA 6713). 

The complaint centers on an alleged total of P7 billion worth of infrastructure projects awarded since 2016 to CLTG Builders, a construction company that Trillanes claims was owned by Senator Go’s father.

Furthermore, the complaint specifically highlighted an alleged P816 million portion of these projects. 

This amount reportedly covers contracts secured through a joint venture between CLTG Builders and St. Gerrard Construction, a firm owned by the couple Curlee and Sarah Discaya.

Trillanes, a staunch critic of the former President, stated that the officials used their power and influence to facilitate the amassing of billions in public funds.

For his part, Senator Go has repeatedly denied previous similar allegations regarding his family’s businesses, maintaining that he has never used his position in government to benefit his relatives.

The Office of the Ombudsman is expected to conduct an initial review to determine if there is sufficient basis to proceed with a formal investigation into the plunder complaint. 

The filing marks the latest legal challenge against the former President and his long-time aide.
