THE DAVAO City Police Office (DCPO) clarified its initial findings regarding a four-vehicle chain-reaction collision along MacArthur Highway in Toril while endorsing identified reckless drivers to the Land Transportation Office (LTO-Davao) for potential license revocation.
The statement, issued by DCPO director PCOL Peter Madria, followed remarks made by LTO XI regional director Raphael Robillo regarding the Oct. 8, 2026 crash.
The DCPO explained that early findings from the Toril Police Station focused on the primary physical cause based on standard on-site investigation procedures: a counterflowing motorcycle traveling at high speed that directly triggered the multi-vehicle crash.
However, DCPO emphasized that its initial focus on primary liability does not preclude broader action against secondary traffic violations.
The police office confirmed it is fully cooperating with LTO XI by turning over investigative files, viral video clips, and CCTV footage of the incident.
“While the physical cause of the impact was counterflowing, DCPO fully agrees with LTO-Davao that the reckless driving, excessive speed, and group riding behaviors shown in the video footage pose severe dangers to the public and will not be tolerated,” the statement read.
The DCPO is finalizing complaints for reckless imprudence resulting in physical injuries and damage to property against the primary counterflowing driver.
It also endorsed all reckless drivers identified in the viral video to LTO XI for the potential suspension or revocation of their driver’s licenses.
Finally, the DCPO vows to enhance joint night-time mobile patrols, strategic checkpoints, and intelligence monitoring, alongside the LTO and the City Transport and Traffic Management Office to curb illegal street racing.
