THE DAVAO City Police Office (DCPO) is intensifying its fight against illegal drugs, with acting director Col Mannan C. Muarip leading a strategic push to dismantle drug networks and foster a safer community.

In a high-level conference convened on July 23, 2025, at the DCPO main building, Muarip met with intelligence operatives to recalibrate anti-illegal drug strategies.

This move underscores one of the four core directives of the Philippine National Police, aiming to curb crime, violence, and social decay fueled by illicit drug activities.

During the meeting, Muarip stressed the crucial role of public information campaigns and community engagement.

He emphasized that the battle against illegal drugs extends beyond traditional enforcement, highlighting the power of shaping public perception and raising awareness.

“Changing the narrative and influencing the public mindset are powerful tools in dismantling the grip of drug syndicates,” he asserted.

Drawing from his extensive field experience, Muarip also shared vital insights on situational awareness, ethical decision-making, and the moral compass required in high-risk missions.

He reminded operatives of their profound responsibility to the community and the nation in every operation.

Zero tolerance for corruption

In a message reinforcing the PNP’s zero-tolerance policy on internal corruption, Muarip issued a stern warning. “We are the first line of defense.

Any officer who turns from protector to predator—by using or dealing illegal drugs—will be held accountable and face the full weight of the law,” he declared, reiterating the commitment to maintaining integrity within the force.

This strategic dialogue marks a renewed call to action under the PNP’s “Ligtas na Pamayanan” framework, which prioritizes enhanced intelligence operations, operational integrity, and community trust-building.

The DCPO, under Col Muarip’s proactive leadership, continues its unyielding commitment to achieving a drug-free Davao City, driven by precision intelligence and a clear vision for public service.
