BRIGADIER General Alvin Luzon, assistant division commander of the 10th Infantry (Agila) Division, alongside brigade and battalions under 10ID, joined the provincial government of Davao del Norte in commemorating the third anniversary of its insurgency-free status at the provincial gymnasium in Mankilam, Tagum City, on July 25, 2025.

During the event, Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) Secretary Carlito Galvez Jr. emphasized the crucial role played by the Local Peace Engagement and Transformation Program in eradicating the threat posed by communist terrorist groups in the province.

Galvez also underscored the significance of Executive Order No. 70, or the Whole-of-Nation Approach to End Local Communist Armed Conflict (ELCAC).

He noted that the EO effectively harmonized the efforts of both government and non-government organizations in addressing the root causes of conflict within Davao del Norte.

Meanwhile, Davao del Norte Governor Edwin Jubahib commended the dedication of the security sector in dismantling major New People’s Army (NPA) guerrilla units that had been operating in the province since 2016.

Luzon reaffirmed the Agila Division’s commitment to preserving the peace and sustaining the gains of the insurgency-free Davao del Norte, emphasizing the importance of maintaining best practices in close coordination with the provincial government.

“The 10ID remains fully committed to protecting the peace we have won and ensuring that the hard-earned victories in Davao del Norte are not only sustained but serve as a model for other provinces to follow,” said Luzon

A key highlight of the celebration was the turnover of the Enhanced Comprehensive Local Integration Program (E-CLIP) Assistance and Reintegration Support to former rebels, facilitated by the provincial government.

In 2016, Davao del Norte was host to four NPA Guerrilla Fronts and two vertical units. By 2022, all of these units were successfully dismantled, paving the way for the province to be declared insurgency-free.
