NEWLY installed Police Regional Office (PRO) XI acting regional director PBGEN Benigno L. Guzman officially assumed command on Sept. 29, 2026, immediately setting a rigorous agenda centered on institutional integrity, proactive crime enforcement, and strict multi-stakeholder collaboration.
Addressing police personnel during his maiden “Talk to Men” at Camp Sgt. Quintin M. Merecido in Buhangin, Davao City, Guzman emphasized that authority must always be met with responsibility, maintaining that the regional command will operate under clear, disciplined performance metrics.
Laying down his foundational leadership direction, Guzman introduced a strategic blueprint anchored on five core pillars to guide the regional police force:
- Crime Prevention & Crime Solution: Urging law enforcers to remain proactive in their respective areas of responsibility, strengthen police visibility and intelligence networks, and ensure that criminal cases are thoroughly investigated and pursued to justice.
- Community Engagement: Underscoring that public safety relies heavily on public trust and active cooperation, encouraging personnel to stay responsive to community concerns.
- Capability Development: Pushing for continuous improvement in professional skills, tactical knowledge, and institutional discipline to effectively counter modern security demands.
- Collaboration & Good Governance: Demanding tighter synchronization with local government units (LGUs), partner national agencies, and community stakeholders while managing resources with strict transparency and zero tolerance for abuse.
Sustaining national thrusts
Guzman’s assumption anchors the regional command on the overarching national directive of the Philippine National Police under Director General Jose Melencio C. Nartatez Jr., operating under the guiding mantra “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”
