BRINGING vital government services and security awareness straight to the grassroots, the Davao City Police Office (DCPO) spearheaded the simultaneous rollout of Oplan Kalinaw III in Barangay Saloy, Calinan District, on Sept. 25.
Led by DCPO City Director PCOL Peter B. Madria—alongside key officials including 1st CMFC Force Commander PLTCOL Daisy G. Torres, TEU Chief PLTCOL Christian Antonio Garcia, CCADU Chief PMAJ Jake C. Goles, and PS 10-Calinan Station Commander PMAJ Robel B. Saavedra—the initiative served as the focal point for synchronized community operations spanning all 18 police stations across the city.
The outreach drew a total of 500 local residents and beneficiaries who availed themselves of a comprehensive suite of social and government services. These included free medical check-ups, haircuts, legal aid, agricultural support, and the distribution of food packs and gifts.
Essential public transactions were also brought closer to the community through collaborative desks set up by the Philippine Statistics Authority (PSA), Department of Agriculture, City Agriculturist Office, Office for Senior Citizens Affairs (OSCA), and National Police Clearance processing teams.
Beyond material aid, the program heavily emphasized public safety education. Residents participated in specialized awareness lectures covering anti-bullying, anti-violence laws protecting women and children, bomb threat awareness, and the city’s ongoing “Culture of Security” campaign designed to empower families against emerging risks.
The massive multi-agency undertaking was made possible through a broad coalition of local government units, national agencies, military partners—including the 1003rd Infantry Brigade, 27th Infantry Battalion, and Task Force Davao—alongside private stakeholders and force multipliers.
The DCPO emphasized that the successful execution of Oplan Kalinaw III highlights a modern approach to policing: one that bridges community trust, compassionate service, and active multi-sectoral collaboration.
