  • PRO XI issues safety protocol against active shooter threats

THE POLICE Regional Office (PRO) XI reminded Davaoeños about the “Run, Hide, Fight” standard protocol, which may help people survive an active shooter following the tragic attack on a Tacloban City school, which claimed the lives of three and injured at least 20 others.

Law enforcement officials urge citizens to remain vigilant, calm, and informed, noting that quick decision-making can mean the difference between life and death.

The PRO XI broke down the safety protocol into three phases, depending on the immediate threat level:

  • Run (Primary Action): If a safe escape path is available, individuals should leave the area immediately, move far away from the danger zone, and call emergency services only after securing a safe location.
  • Hide (Secondary Action): If escaping is impossible, the public is advised to lock or barricade doors, stay completely out of sight, and silence all mobile devices—including turning off vibrations—to avoid detection of their location.
  • Fight (Last Resort): Only when life is in imminent danger and no other options remain should individuals attempt to disrupt or incapacitate the shooter.

If possible, the PRO XI suggests acting with others and weaponizing nearby objects to create an opening to escape.

“PRO XI encourages everyone to stay calm, stay alert, and cooperate with authorities during emergencies,” the regional police office stated. “Remember: Your safety is our priority.”

Local authorities continue to encourage residents to memorize these steps and share them with family members, reiterating that preparedness is the strongest first line of defense.
