THIS ONE is another case of a hasty and thoughtless decision by those at the top of the Police hierarchy.
We mean the decision to relieve Davao City Police Office (DCPO) Director Col. Mannan Muarip. Yes, it was quick, as quick as the announcement of the relief to the public. Then the ceremony for the change of command was set only after twenty-four hours. That was yesterday.
The decision, as we said earlier, appears to have come from someone up in the police organization who did not possibly bother to take a look at the dynamics of the police in Davao City in the past few months.
So, when the local leadership of the city, through its acting head of the City Information Office, did not mince words in saying the relief of the police director was not even consulted with the city, the police command was jolted. What came next was the sudden halting of the ceremony, even before it was completed, and the supposed replacement officer’s name was called.
What a shame on those who ordered the relief. Their misdemeanor can easily reflect and be attributed to the Commander-in-Chief.
Yes, the men in uniform, like those reckless in making decisions, are the ones dragging the credibility of the President to the muck.
We can only imagine how the faces of the top police officials in the region present to witness the supposed change of command turned red when they learned that the relief had to be held in abeyance.
Honestly, however, it is our take that for the few months that Colonel Muarip was DCPO director, he has succeeded in reaching out to the community and working in accordance with the expectations of the city’s local leaders.

So, more impeachment complaints are filed against President Ferdinand R. Marcos, Jr. in the House of Representatives?
It seems the strategy is familiar, and the people already know what is going to happen next. Yes, is it not clear that those who filed the impeachment raps are merely following the scheme used in filing the impeachment cases against Vice President Sara?
When the Supreme Court ruled that the gravest mistake in the impeachment complaint against the Vice President was the filing of more than one rap by different groups within weeks apart in the same year, the SC immediately ordered that any hearing in the Senate acting as an impeachment court should be stopped.
The Highest Court’s ruling was clear: that the filing of more than one impeachment case against the VP violates the Constitutional prohibition banning the filing of more than one impeachment against any impeachable officer within one year.
Now it is clear that those who filed the impeachment cases against the current Malacanang tenant are actually doing it – knowingly or unknowingly – for the interest of the person they are targeting for ouster from office.
Only the naive are incapable of knowing the real intention of the impeachment complainants against the President.

Several Davao City Councilors, barangay captains, and some city department officers were in Fujian, China for what they call a “learning tour” and furthering relations with China.
We are certain that they were mesmerized by the economic and social development of that province of the People’s Republic of China. And if they really were serious in learning about the means by which the development of the Chinese territory was attained, then they must be bringing back ideas on how to do the same for Davao City.
We are hoping that the group will come up with a comprehensive report on what they may have learned in their Fujian visit.
We are also optimistic that they will develop recommendations and strategies to replicate the Fujian development journey.
They must present their report not just to the executive department but also to the City Council. After all, it is the local law-making body that will craft the policies needed to implement whatever idea of development they learned from their Fujian trip.
Should they fail to come up with a comprehensive report on their trip, then the money they spent on anything other than transportation and accommodation could just be wasted.
On their transport and accommodation expenses, we have no doubt that these were sponsored by the host Chinese city.
