FIFTY-FOUR former rebels in Bukidnon were officially granted safe conduct passes on Sept. 29, 2025, a crucial step to ensure their safety and encourage their full participation in the government’s peace and amnesty programs.
The awarding ceremony, held at the Centennial Stage of the Capitol Grounds in Malaybalay City, was spearheaded by Colonel Warren C. Munda, brigade commander of the 403rd Infantry “Peacemaker” Brigade, representing Brigadier General Seigfred C. Tubalado.
Issuing the safe conduct passes is a vital component of the government’s reintegration initiative.
The passes guarantee freedom of passage and protection from arrest for qualified former rebels as they navigate the formal application process for amnesty and transition back into mainstream society.
During the event, Colonel Munda underscored the government’s commitment to genuine reconciliation.
“The issuance of Safe Conduct Pass to former rebels is a testament that the government is serious in keeping their promise of healing and reconciliation,” Colonel Munda stated.
The ceremony was attended by key local and regional officials, including Regional Prosecutor Merlyn Barola-Uy, Bukidnon Provincial Legal Officer Atty. Gean Yvish R. Ladesma, and representatives from the Provincial Welfare and Social Development Office (PWSDO) and the Bukidnon Police Provincial Office (BUKPPO).
The 403rd Peacemaker Brigade, along with its partner agencies, reaffirmed its pledge to sustain peace and promote reconciliation efforts in Bukidnon, contributing to the larger national campaign to end local armed conflict and foster inclusive development.
